Drive, Guadalupe Rtreet,
Hutchinson Street, Hopkins Street, San Antonio Street and Comal
Street and at the intersections of R.M. 12 with L.B.J. Drive and
Edward Gary Street for the purpose of determining whether or not
traffic at these intersections meet the warrants for traffic lights.
Attached for your information are copies of all of the traffic surveys
including seven-day, 24-hour counts at these intersect1.ons plllS manual
counts for determining the turning movements.

An analysis of these surveys indicate that only the intersection at
Guadalupe (Loop 82) and Hopkins Street, Guadalupe (Loop 82) and
Hutchinson Street, Guadalupe (Loop 82) and Comal Street, and Guadalupe
(Loop 82) and San Antonio Street meet the minimum vehicular warrants
for traffic control signals. The other intersections do not meet
the warrants.

You will recall that we requested you to furnish the accident records
at these intersections to determine whether or not the intersections
did meet the warrants for traffic lights based on accidents. None of
the intersections met the accident warrants. One of the most noticeable
things brought out by the analysis of the accident records is the fact
that 31.8 percent of all of the accidents involving these intersections
involved angle parking, 31.8 percent involved following too closely,
9.1 percent involved improper left turns, 9.1 percent involved a

'c
