He stated that the ratio of tax evaluation had to be set by the Counci I at the present meeting. He suggested as a feasibJe rate, 60% of the fail" market value. MI". Reed estimated as a rough guess that the City's total evaluation would be ~out $39,000,000. 01". Pool moved that the property be evat~ated at 60% of the fail" market value. 01". Craddock seconded the motibn. There was full discussion. Preparat i on of the budget was discussed. I t was s~ggested that the City's auditors, Ernst U Ernst, might be requested to assist in preparation of the budget, since the City was without a Man- ager during the time it must be prepared. Dr. Craddock moved that Mrs. Worrell contact Ernest U Ernst and get an estimate on the cost. MI". The Mayor read aloud a communication from the Planning U Zoning Commission, asking approval of change of zoning on six pieces of property, see attached letter. 01". Pool moved approval of the recommendations of the Planning U Zoning Commission. MI". Younger, jr., Chairman of the Planning U Zoning Commission, appeared before the Council to give a progress report on the proposed annexation of a large area adjacent to the City. He explained that the new Charter provides for annexation by the City's initiation, and State law permits annexation of 10% of the City's area, pel" year. He showed a map of the areas pro- posed for annexation. Dr. Craddock moved that the Planning U Zoning Commission be requested to proceed with the annexation plans. MI". Damon seconded the motion and on 1"01 I call the fol low- ing vote was recorded: AYE; NAY; Craddock, Damon, F I ores, Korff, Poo I Serur, Wh i ttenberg None I. The Mayor declared the motion carried. Mr. Flores commended the Planning u Zoning Commission for the excellent wohk on the annexation plan. MI". Younger requested that a ninth member be appointed to the Planning U Zo~ing Commission. 01".
