Brown, Executive Director of Urban Renewal, came <br />before the Council in. regard to land re-Use in the <br />"River Project". Using maps to show three different plans, <br />Mr. Brown explained cost to the City of each and their <br />possible use for park facilities. Plan 1 consisted of <br />42.2 acres along and adjacent to the San Marcos River, at a <br />cost of $882,351.36 to the City. Plan 2 excluded part of <br />Farm Lot 25 and all of Farm Lot 26(known as "The Nelson <br />River Property" on the original plans) except for a strip <br />150 feet wide along the River at that point. Without the <br />150-ft. strip, this area comprised 30.6 acres and would <br />cost $359,631.36. With the gift of the ISO-ft. strip, the <br />cost would be $265,541.76~ A favorable aspect of this plan. <br />according to Mr. Brown's presentation, was that, if the City <br />permitted development of high-density use of the Nelson <br />property, now owned by Mr. and Mrs. Reuben H. Meeks, Urban <br />Renewal could dedicate the Rio Vista property for park use <br />at no cost to the City. Plan 3 consisted of 18.6 acres along <br />the Riveri at a cost to the City of $179,815.68. <br />In the discussion which followed, Dr. Craddock said that, <br />from a practical standpoint, it seemed that Plan 2 would be <br />th~ best choice. Mr. Brown said that the Plan 2 area was <br />approximately where the park land would have extended if the <br />original route of C.M. Allen Parkway had been maintained. <br />Dr. Craddock moved that the City try to work out something <br />on Plan 2. Mr. Dannelley seconded the motion. The desirabil- <br />ity of having a 200-ft. st~ip along the~River, instead of the <br />150 feet once, proffered by Mr. Meeks, was discussed. The <br />question was raised whether Mr. Meeks' offer still stood under <br />present circumstances. The Mayor noted that Mr. Meeks was <br />present, and asked him if he would like to comment on the plans. <br />After Mr. Meeks had examined the three plans, Mr. Brown asked <br />him if he ~ere still ~illing to dedicate .the ISO-ft. strip along <br />the River to the City of San Marcos, and if he would be willing <br />to give an additional 50 feet, to make the strip 200 feet wide, <br />in exchange for an available parcel, which would square off his <br />property (Farm Lots 25& 26). Mr. Meeks replied:" We can work <br />out soniething". D~. Pool enquired of Mr. Brown if the motion <br />was "concrete enough" and being assured that it was, the roll <br />call on Dr. Craddock's motion was as follows: <br /> <br />AYE: <br />NAY: <br /> <br />Craddock, Dannelley, Flores ,Pool, Serur, Sm,i.th, Zavesky <br />None. <br /> <br />The Mayor deciared the motion carried. <br /> <br />Councilman Hollis Smith gave a report from the Ambulanye <br />Se~vice Study Committee. Only one bid was received: Au~tin <br />Ambulance Service ent~red a bid of $92,000 a year to furnish <br />service to San Marcos a.nd Hays C[<'1Jnty. The bid included an alternate <br />proposal of $65,000 each, if New Braunfels and Comal County wished <br />to be served with the same crew as the local city and county. <br />Mr. Smith said New Braunfels officials had said there was no way <br />they could subsidize ambulance service a.tthat figure. <br />Mr: Sflli th reported that Frank. Pennington and son, Ralph, had since <br />reconsidered, and would like to present a proposal. On motion of <br />Dr. Craddock and second of Councilman Smith, it was unanimously <br />agre~d to meet inadj~urned session with County officials ~t Holi- <br />day Inn at 7:00 a.m., Nov. 8, at which time two propo~als would <br />be received. <br /> <br />The City Manager e~plained briefly the Council of Governments, <br />and suggested the City might wish to investigate further the <br />possibility of becoming a member of the Austin-Travis County <br />Council of Governments. By common consent., it was agreed .to <br />invite a speaker to explain t~e details of the program. <br />
