<br />Councilman Zavesky asked the City Manager to investigate
<br />a report that persons were hunting illegally on the City
<br />Dump Grounds, and using City property for access to ad-
<br />joining property for hunting without permission,

<br />The Council met with County officials at a breakfast I
<br />session at Holiday Inn at 7:00 a.m., Friday, November 8.
<br />The Mayor presided. Other members of the Council present
<br />were: Dr. Craddock, Dr. Pool, Mr. Smith and Mr. Zavesky.
<br />Absent: Mr. Dannelley and Mr. Flores. . . ,
<br />Members of the Commissioners Court present: Judge Max Smith,
<br />Commissioners Lynn McCarty, Jack Oldham, Gene Posey and
<br />Bennie Wranitsky.
<br />Others present: City Manager Richard G. Bean, City Secretary
<br />Dorothy O. Worrell, County Auditor Bryan Baldridge, Bob Scott,
<br />Frank ~ennington and Ralph Pennington. .
<br />Frank Pennington submitted a proposa~, a copy of which is
<br />attached. Subsidy which would be required from the City was
<br />
<br />Bob Scott, Administrator of Hays Memorial Hospital, sub-
<br />mitted a proposal on a non-profit basis, outlining what services
<br />would be contributed by the Hospital, and what would be requir-
<br />ed from the sponsors. A copy of the proposal is attached,
<br />Marked "Exhibit A",
<br />It was agreed by common consent to reconvene at 11:00 a,m. l.n
<br />the District Court Room, Hays County Court House, at which
<br />time Mr. Scott ~ould have a cost estimate for his proposal.

<br />The City Council reconvened in the District Court Room at'
<br />11:00 a.m., November 8, Judge Max Smith presiding. Other
<br />Cou~ty officials present we~e Commissioners 'Lynn McCarty,
<br />Jack Oldham, Gene Posey, Bdnnie Wranitsky; County Clerk
<br />Lydel1 Clayton and County Auditor Bryan Baldridge.
<br />Council Members ptesent were: Mayor Ellis Serur, and
<br />Councilmen Dr. Emmie Craddock, Ronald J. Dannelley, Luciano
<br />H. Flones, Or. William C. Pool, Hollis Smith and Jerry, Zavesky.
<br />Others present were City Secretary Dorothy O. Worrell,
<br />Bob Scott and Mr. and Mrs. William C. Allbright.
<br />Mr. Scott gave an itemized estimate of the annual cost of
<br />ambulance service to San Marcos and Hays County, total being
<br />$46,65~.06. It was brought out that the initi~l cost w~uld
<br />be greater than could be expected in succeeding years. A
<br />cdpy df the estimate is attached to the Minutes as ffExhibit B".
<br />Councilman Pool said the "tie1up" with Hays Memori~l Ho~pital
<br />had manyadva ntages ,. and he f.el t the proposal should be accepted.
<br />Dr. Craddock agreed.' Mayor Serur asked County Judge Smith his
<br />opinion. Judg; Smith said: "I ddn'tknow of a better way."
<br />The proposal was discussed in its several aspects. Councilman'
<br />Smi th moved' that the Cou ncil accept the Hospital's proposal,
<br />and that the City subsidize the ambulance service to the
<br />extent~f $1,000 a month as ifs share of the cost. Dr. Craddock
<br />seconded the motion 'and on ~oll call, the following vote was
<br />recorded:
