<br />regular meeting, november 25, 1968 <br /> <br />page two <br /> <br />The Mayor read aloud a letter from Joe Nicola, Grand <br />Knight of the Knights of Columbus, requesting permission <br />to use one of the park ballfields, December 9, for <br />"A Cavalcade of Stars". Mr. Nicola stated the organization <br />would be responsible for cleaning the area on December 10. <br />Dr. Pool moved that the request be granted. Mr. Smith <br />seconded the motion. Mr. Dannelley questioned whether the <br />company carried liability. Dr. Pool, with consent of the <br />seconder, amended the motion to include that liability <br />insurance must be carried during the time the grounds were <br />used. On roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Craddock, Oannelley, Flores, Pool, Serur, <br />Smith, Zavesky <br /> <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor read aloud a letter from the Planning & Zoning <br />Commission. Newly elected officers were reported as <br />Dr. Billy Hinton, Chairman; and Mrs. Katherine S. Hardeman, <br />Vice-chairman. It was stated that a request for change of <br />zoning from W.H. Hamilton, jr., had been denied, more than <br />20 % of the persons owning adjacent property having protested <br />a change of zoning on the Hamilton property. The letter is <br />attached as apart of the Minutes. <br />Mr. Hamilton, recognized by the Mayor, requested that the <br />Council exercise its right to ov.er-rule the Commission, and <br />grant a change of zoning from "R"Cnon-conforming) to "0", <br />Multi-family. Mr. Hamilton .saidmore apartments were need- <br />ed in the College area, and his proposed apartments would <br />provide units within walking distance of the Campus. He I <br />proposed building a buffer~type 8-incl-\collorete tile wa.ll <br />around the buildings, to reduce noise and provide privacy. <br />The Council discussed with Mr. Hamilton his proposed plans. <br />Dr. Pool said: "The whole problem is complicated. I voted <br />for annexation of this property; I thought at the time we <br />should have annexed the whole area." Dr. Craddock said: <br />"I'm fully in sympathy with Mr. Hamilton's request. I do <br />think we ought to know how many units he plans, and what <br />effect it will have on traffic." Dr. Craddock moved that <br />the City's engineers be consulted about the matter at the <br />earliest conven.ience. .Dr. Pool seconded the motion, .wi th <br />the suggestion that a comprehensive study be made of the <br />whole, problem. On roll call, the following vote was recorded: <br /> <br />AY E: <br /> <br />Craddock, .Oannelley, Flores, Pool, Serur, <br />Smith, Zavesky <br /> <br />NAY: <br /> <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />Councilman Smith moved that the City Attorney be requested <br />to draw up an ordinance regulating the licensing of ambu- <br />lance service in the city. Dr. Craddock seconded the <br />motion, which passed unanimously. <br /> <br />I <br /> <br />Mr. Zavesky referred to an item in the November 8 Minutes, <br />recording a joint meeting with the Commisjioners Court of <br />Hays County. In response to a request from Ju~ge Max Smith <br />thai the ~ayorappoint a committee to Bxamine the County's <br />records on Bxpenditureson indigent care, Mr. Zavesky.s.aid <br />he and Dr. Craddock would like to volunteer, provided it <br />could be postponed until after Christmas. The Mayor accept- <br />ed the offer, with thanks. <br />
