On motion of Dr. Pool, the Council <br />gave common consent to the program, with the <br />priorities suggested, and authorization to the <br />City Manager to proceed with the plan. <br /> <br />I <br /> <br />The City Manager presented a plan to erect street <br />name signs at every intersection in San Marcos, <br />replacing old ones and installing new signs where <br />needed. Approximate cost would be $6,000. The <br />plan had been approved by the Planning & Zoning <br />Commission, with the recommendation that it be <br />carried out in its entirety~ On motion of Mr. Zavesky, <br />the Council gaVe common consent , with authorization <br />to the City Manager to proceed with the program. <br /> <br />The Council discussed a recommendation from the <br />Planning & Zoning Commission that the Texas High- <br />way Depa~t~eht be petitioned to widen Ranch Road 12 <br />from Smith Av~nue to West6ve~Road. Mr. Dannelley <br />moved that the City Manager check ~ith the Highway <br />Departmen~ about acquisifion of right-of-way, ahd <br />that a further study be made of widening RR 12 <br />within the City Limits. Mr. Smith seconded the motion. <br />Dr. Pool expressed the opinion that widening RR 12 <br />in that manner would cause a bottleneck at Smith Avenue. <br />On roll call, the moti6n pass~d unanimousl~. <br /> <br />I <br /> <br />The Planning & Zoning Commission forwarded, with its <br />approval, a request from Phillip ~. Yochemthat a <br />tract of land on Lamar Street be rezoned "D", Multi- <br />family. 'At the public hearing held February 18, no <br />protest was made by property~owners within 200 feet. <br />Dr. Pool moved approval of the change of zoning from <br />"R-1" to "0", ai recbmmended by the Planning & Zoning <br />Commission. Mr. Smith seconded the motion. Mr. Zavesky <br />questioned whether use of. the pr operty for "multi- <br />family" dwellings' would not further aggravate traffic <br />congestion in that area: Keith Hoffman, recognized by <br />the Mayo~, recalled: that at the time of a request for <br />change ~f zoning in ah adjacent area, the City's <br />Planners had 'advised that the Council wait for complet- <br />i6n of the Master Plan be'fore making any' changes in <br />zoning in that area. Mr. Herbert E. Karren, one of the <br />property-owners pefitioning the change hf zoning, said <br />he had talked with Mr. Ellifrit, the City's Planner, <br />and he had stated that his recommendation to the Council <br />had referred only to the Hamilton property, under consid- <br />eration at that time. David Pool spoke to the question <br />of traffic congestion from the viewpoint of the Planning <br />& Zoning Commission. The question being called for, <br />the following vote was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Pool, Serur, Smith <br />.Oannelley, Flores, Zavesky <br /> <br />The Mayor declared the vote a tie. <br /> <br />Mr. Flores moved that Mr. Ellifrit be asked to meet with <br />the Cou~ciland make a recommendation 6nthe request for <br />rezoning of the property on Lamar Street, as petitioned <br />b~P6illip A. Yochem. Mr. Dannelley seconded the motion, <br />which passed unanimously. <br />
