<br />regular meeting, july 14, 1969 <br /> <br />page three <br /> <br />I <br /> <br />Peter Rodriguez, jr. came before the Council tp request <br />that sk blocks in Sunset Acres Addition be paved. He <br />reminded the Council that paving had been delayed until <br />the d~ainage project was completed. The City Manager <br />reported that Walter Feltner and W.C. Carson, owners of <br />property in Sunset Acres, had agreed to pave some of the <br />streets mentioned in Mr. Rodriguez' request: Lockwood, <br />Ebony, Oakdale, pa~t of Parker and part of Hays Streets. <br />Among those who spoke in favor of the paving ~eque.t were <br />Ramiro Lugo and Augustin Esoinoza. Mr. Bean said if the <br />weather were favorable, paving should be completed thii <br />year on an extension from Candlelight to the intersection <br />of Lockwood, at no cost to the property-owne~s; resu~fac- <br />ing Patricia Drive, Woodcrest, part of Parker, part of <br />Hays, Candlelight Lane and part of Broadway. Mr. Rodri- <br />guez thanked the Council for the drainage project and <br />for the scheduled paving in Sunset Acres. <br /> <br />The City Manager distributed copies of the Traffic Survey <br />Report prepared by Walter Klappro~b. Mr. Bean stated <br />Mr. Klappro<t'!:l.would come before the Council, July 28, to <br />discuss the report. <br /> <br />The report of the study cOmmittee on the requested gas rate <br />increase proposed by United Gas Company was given to the <br />Council. Following are the recwmendations made to the Council, <br />after meeting with Kenneth Finch of Ernst (1 Ernst, and with <br />representatives of the Gas Company: <br /> <br />I <br /> <br />a. The proposed rate ordiriance contains an escalation <br />clause, which provides for an automatic increase, <br />should the gate price of gas for United be increased. <br />Granting an escalation clause, in effect, removes the <br />prerpgative of the City Council to consider rates as <br />provided by State Statutes. <br /> <br />b. No increase in rates was proposed by United Gas for <br />large commercial users. This area of revenue for <br />United Gas has shown the largest increase over the <br />past fi~e years. The committee felt that a portion <br />of the rate increase should not be limited to resi- <br />dences and small commercial users, but should be <br />spread to the remainder of the Gas Company's customers. <br /> <br />c. The rate of return asked by United Gas is 7!%. <br />Should the Federal Surcharge be removed, the new rate <br />of return would be 8.1%. The committee felt that a <br />stipulation should be included in the rate ordinance <br />to reduce rates in the event the 10% Federal Surcharge <br />is removed or reduced. A formal report to the City <br />Council should be available by the July}8 meeting In <br />order" for the entire Council to mak'; a .decislon. <br /> <br />I <br /> <br />d. Any proposed rate increase would be applicable to <br />the existing company, and would not apply to its <br />successors or assignsl <br /> <br />The City Manager said these points had been discussed with the <br />Gas Company, and recommended that the Council table the matter <br />until a reply lS received from United Gas Company officials. <br /> <br />A letter from several residents of Bugg Lane, requesting <br />the name of the street be changed, was read aloud by the Mayor, <br />See attached.
