The City Manager recalled <br />to the Council the circumstances surrounding consideration of <br />this matter over the past several years. Councilman Dannelley <br />moved that the City Manager be authorized to purchase and have <br />installed a traffic signal light at the corner of Colorado and <br />Edward Gary Streets. Councilman Flores seconded the ~otion and <br />on roll call, the following vote was recorded: <br /> <br />AYE: Craddock, Contreras, DannelleYr Flores, Serur, <br />Smith, Zavesky <br /> <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />The City Manager introduced for discussion the Traffic Study of <br />the Central Business District, asprepare,d by Walter Klapproth. <br />He stated Cou~cilmen Dannelley and Smit~ had participated in <br />work sessions with the Chamber of Commerce Traffic Committee <br />and Mr. Klapproth. Dr. Craddock commended Mr. Klapproth for <br />the excellent report. Several phases of the traffic problems <br />in the central business district were discussed, visitors <br />participating, and Mr. Klapproth explaining the reasons behind <br />his recommendations. He stated it would be the Council"s pre- <br />rogative to .set the prior,ities for correcting some ,of the problems. <br />On suggestion of Dr. ,craddock, common consent was given to post- <br />ponement of setting priorities until a later date. <br /> <br />Jim 1. Brown, Executive Director" of the U,rban R,enelval Agency, <br />came before the Council with a Resolution amending the Resolution <br />approved by the CounciL July 22,1969. He explained that <br />Arthur Trailo, legal counsel fa~ the Urban Renewal Agency, had <br />recommended an amendatory paragraph making more explicit the <br />blighted areas in the Neighborhood Development Program. Mr. Brown <br />indicated on a map the neighborhoods affected. The Resolution, <br />attached and made a part of the Minutes, was read in full by the <br />Mayor. Mr. Dannelley moved approval of the Resolution. Mr. Zavesky <br />seconded the motion and on roll call, the following vote was recorded: <br /> <br />AYE: Craddock, Contreras, Dannelley, Flores. Serur, <br />Smith, Zavesky <br /> <br />NAY: <br /> <br />None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />The Mayor introduced an item of business: settlement of a claim <br />brought against the City by Cecil Hughson. The Mayor's statement, <br />and recommendation,is attached and made a part of the Minutes. <br />Dr. Craddock moved that the settlement recommended by the Mayor <br />be approved; that Cecil Hughson be paid $3500 for 1';5s of cattle; <br />that Ernest Morgan's attorney fees be paid; and court costs be paid. <br />Mr. Smith seconded the motion and on roll call the following <br />vote was recorded: <br />
