<br />PART 5. That the following proposltlons to amend the City <br />Charter shall be submitted to the resident, qualified voters <br />of the City for their action thereupon: <br /> <br />PROPOSITION NO. 1 <br /> <br />For/Against: Amend Sections 3.01 and 3.05 by designating six <br />Council Members to be elected from the City at <br />large, each to hold office for a period of three <br />years, staggered so that two be elected to a <br />regular term each year, and a Mayor to be elected I <br />from the City at large to hold office for a <br />period of two years, effective with the 1980 <br />regular City election. <br /> <br />PROPOSITION NO. <br /> <br />For/Against: <br /> <br />Amend Section 3.04 by providing for a monthly <br />salary of $500 for the Mayor and $200 for each <br />Council Member. <br /> <br />PROPOSITION NO. 3 <br /> <br />For/Against: Amend Section 3.05 to require the Mayor to act <br />as principal liaison between Council Members <br />and the City Manager, and delete the provision <br />that the Mayor shall have no regular administra- <br />tive duties. <br /> <br />PROPOSITION NO. 4 <br /> <br />For/Against: Amend Section 5.04 to allow incumbent Council <br />Members to file for the place of Mayor instead <br />of the place for which trey were originally <br />elected so as to allow incumbent Council Members <br />to file for place of Mayor. <br /> <br />PROPOSITION NO. 5 <br /> <br />I <br /> <br />For/Against: Amend Section 12.02 by prohibiting officers <br />and employees of the City from having any <br />financial interest, direct or indirect in any <br />contract with the City, in the sale to the <br />City of any land, or right or interest in any <br />land, materials, supplies or service. <br /> <br />PROPOSITION NO. 6 <br /> <br />For/Against: Amend Section 8.09 to require that a public <br />hearing be held at least 14 days prior to <br />final adoption of the annual budget. <br /> <br />PROPOSITION NO. 7 <br /> <br />For/Against: Amend Section 12.02 to require the Council to <br />draft a Code of Ethics for City officers and <br />employees, and to appoint a 7-member Ethics <br />Review Commission to serve as a hearings and <br />advisory commission on all matters relating <br />to said Code of Ethics. . <br /> <br />PROPOSITION NO. 8 <br /> <br />I <br /> <br />For/Against: Amend Section 4.05 in its entirety so as to <br />allow regulation of the Department of Health <br />and Sanitation by City Ordinance. <br /> <br />PROPOSITION NO. 9 <br /> <br />For/Against: Amend Section 7.03 by deleting the provision <br />that a Planning and Zoning Commissioner's term <br />automatically be declared vacant if said <br />Commissioner is absent from three consecutive <br />regular meetings. <br />
