The ENGINEER'S opinion of the con- struction cost will be based upon prices available at th~ time of , prep a- ration without consideration of any inflationary increases in costs. The ENGINEER will not be required to guarantee the accur~cy of the esti.. mates. 2.2.6 Prepare a statement reflecting estimated engineering costs relative to each project. 2.2.7 Preparation of a preliminary report. 2.3 PHASE 2, DESIGN Upon receipt of the OWNER'S written authorization to implement Phase 2 and to proceed with final design and preparation of contract drawings and specifications, the ENGINEER shall: 2.3.1 Establish the scope and advise the OWNER of any soil and foundations investigation, or of other special surveys and tests which, in the opinion of the ENGINEER, may be required for design; and when authorized by the OWNER, arrange for such work to be done, for the OWNER'S account, as set forth in Article 5. 2.3.2 Furnish to the OWNER, where required by the circumstances of the assignment, the engineering data necessary for applications for -4-
