We must respect the local code and policy. He noted the <br />developer has not shown anything but respect and provided fact -based evidence repeatedly. <br />Regarding the issue of the rights of the property owners, if they comply, then they have the right <br />to bring forward their plan. There is much work to be done in the future. This cannot be denied <br />based on the hard science on many levels. All 71 homeowners in Franklin Square have been <br />given ample opportunity to meet and discuss this project. <br />Chris North, 1407 Prospect, said that she is stunned by the process, and this is not how we do <br />things in San Marcos. She asked the Council to have public hearings and follow master plan. <br />She stated the previous speaker has negotiated for a private park behind Franklin Square. She <br />asked where was the private park for her neighborhood? All the neighborhoods are impacted by <br />this, and she resents it. She asked the Council to please deny each request and start over. She <br />recommended that this be done through a PDD to protect property values. <br />Rein Waterman, 2128 Summit Ridge, said that we can have smart growth and conservation. It <br />comes from a dialog. A citizen committee makes sense, but asked that there be a balanced view <br />with homeowners and business owners. This is not only about the local neighborhoods, but for <br />San Marcos as a whole. These zoning changes are a good thing. He said that in his previous <br />community, a small vocal minority killed the community. • <br />Mike Rockman, 1303 Columbia, stated that the roadway construction is a concern. Craddock is <br />the only two lane road anywhere near the Buie tract. <br />William Desoto, 618 Larue Street, suggested having a PDD overlay to alleviate some of the <br />concerns. Some people are apprehensive about the unknown, and the PDD will help them have a <br />better grasp. It could also be less dense with duplexes in the PDD. <br />Pam Couch, 203 Sierra Circle, said that she trusts the process, and everyone has worked very <br />hard. She presented the Council with a document entitled "Trashing Our Neighborhood ". This <br />has created a division between neighbors and friends. After reading from the article, she stated <br />that she considers this as slander against herself her family, her integrity, and her ethics. She <br />said that she wants to speak with whoever wrote this because they've crossed the line. <br />Adam Couch, 2709 Leslie, read to the Council an email he received asking about New Braunfels. <br />People his age come here, and there is nothing to do. They spend their time and money in New <br />Braunfels. Unfortunately, San Marcos is not the place to live, work and play. He also noted that <br />the process been going on for year and has not been rushed. <br />Kevin Carswell, no address given, remarked that San Marcos missed the boat when growth <br />happens, and stated his support of the project.
