Mayor Narvaiz opened the Public Hearing at 8:35 p.m. There being no comments, the Public Hearing was closed at 8:36 p.m. MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Bose, the City Council voted two (2) for and five (5) opposed, with Mayor Narvaiz and Councilmembers Thomason, Porterfield, Terry and Jones voting against, to deny Ordinance 2010 -30, as previously captioned. The motion failed. MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember Terry, the City Council voted five (5) for and two (2) opposed, with Councilmembers Thomaides and Bose voting against, to adopt Ordinance 2010 -30, amended to reflect 10.65 acres. The motion carried. NON - CONSENT AGENDA 22. Consider appointments to the following Boards and Commissions: A. Planning and Zoning Commission Travis Kelsey was appointed to the Planning and Zoning Commission. 23. Consider an ordinance amending the traffic register maintained under Section 82.067 of the San Marcos City Code by amending the speed limit of a section of Wonder World Drive (F.M. 3407) in both directions from F.M. 2439 (STA 185 +85.0) to a point west of the R.M. 12 intersection (STA 19 +28.28); and including procedural provisions; and consider ordinance on first of two readings. MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance on the first of two readings. The motion carried unanimously. 24. Consider an ordinance amending the City's 2009 -2010 budget to amend the personnel roster for the San Marcos Fire Department by creating three fire fighter positions, three engineer positions and three captain positions; and declaring an effective date; and consider ordinance on first of two readings. MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance on the first of two readings. The motion carried unanimously. 25.
