<br />32-d <br /> <br />Code: <br /> <br />Technical Group <br />Inspection Series <br /> <br />CLASS TITLE: REAL ESTATE TECHNICIAN <br /> <br />CHARACTERISTICS OF THE CLASS: <br /> <br />Under general supervision, has responsibility for real property appraisals <br />and acquisitions concurrent with Community Development programs and goals; and <br />performs related work as required. <br /> <br />I <br /> <br />EXAMPLES OF DUTIES: <br /> <br />Collects and analyzes data relative to land valuations, and applies such <br />data in making appraisals of specific parcels of land; takes measurements of <br />buildings, collecting data relative to number of rooms, types of construction, <br />age and other conditions affecting values, and makes calculations, and applies <br />such data to appraisals of specific buildings; negotiates with property owners <br />in acquisition of real property using collected data and appraisals; participates <br />in condemnation proceedings utilizing collected data in determining fair market <br />value; initiates, coordinates and supervises purchase of real property, assuring <br />proper execution of all necessary documents and obtaining clear title to property; <br />executes leases of acquired real property to former occupant or others; overSees <br />property management activities by assuring deployment of work crews in maintenance <br />of property, positioning applicable signs, supervising demolition or demolition <br />contracts for removal of substandard structures, and advertising for bids and property <br />sales; may testify in court; initiates and maintains all required papers, reports <br />and documents as directed; acts as technical advisor to other department employees <br />in real estate matters. <br /> <br />DESIRABLE MINIMUM QUALIFICATIONS: <br /> <br />Training and Experience: Graduation from high school and four years progressively <br />responsible experience in real estate appraisal or tax assessing and collecting I <br />work directly involving real property; or an equivalent combination of training <br />and experience. <br /> <br />Knowledge, Abilities and Skills: Comprehensive knowledge of effective business <br />methods and procedures; comprehensive knowledge of principles, practices and <br />methods of accounting; comprehensive knowledge of real estate appraisal, sale, <br />and purchase methods and practices. <br /> <br />Ability to establish and maintain effective working relationships with the <br />public and others. <br /> <br />Code: <br /> <br />Technical Group <br />Inspection Series <br /> <br />CLASS TITLE: REHABILITATION OFFICER <br /> <br />CHARACTERISTICS OF THE CLASS: <br /> <br />Under general supervision, directs, supervises and coordinates program of <br />rehabilitation of substandard housing and properties in Community Development site <br />zones; coordinates and initiates financial assistance in rehabilitation projects; <br />counsels with affected individuals; and performs related work as required. <br /> <br />I <br /> <br />EXAMPLES OF DUTIES: <br /> <br />Conducts physical surveys to determine structure compliance to local and <br />federal standards; determines feasibility of rehabilitation as opposed to razing <br />and relocation; prepares and reviews lists of improvements and realted costs <br />necessary to render each property in compliance with standards; prepares drawings, <br />blueprints, charts and sketches illustrative necessary construction and/or repairs <br />for standards compliance; explains to affected property owners action necessary to <br /> <br />L <br />
