<br />32-e <br /> <br />bring property up to standard; assists property owners in obtaining adequate, <br />ligitomate bids for improvement; approves contractor and contract for rehabilitation <br />work; assures contractor compliance to bid and required work; determines owner <br />qualification for loans and/or grants; assists in securing loans and/or grants and <br />certifies applicant eligibility for monetary assistance; acts as liaison between <br />owner and administering rehabilitation agencies; explains rehabilitation program to <br />interested groups, committees and individuals; provides financial counseling; maintains <br />detailed records and reports on individual rehabilitation projects and overall program. <br /> <br />DESIRABLE MINIMUM QUALIFICATIONS: <br /> <br />I <br /> <br />Training and Experience: Graduation from high school and six years experience in <br />building, electrical and plumbing inspection or construction work, two of which <br />involved drafting and blueprint work; or, graduation from high school with minimum <br />of three semesters of drafting courses, or D.E. concentration in drafting, and four <br />years experience in building, electrical and plumbing inspection or. construction work; <br />or an equivalent combination of training and experience. <br /> <br />Knowledge, Abilities and Skills: Considerable knowledge and skillin cost estimation <br />of construction, electrical and plumbing work. Comprehensive knowledge of current <br />construction and materials costs. <br /> <br />Ability to prepare blueprints and/or draft detailed construction plans; must be <br />able to accurately prepare cost estimates; ability to establish and maintain effective <br />working relationships with the public and others; bilingual language skill preferred. <br /> <br />Code: <br /> <br />Technical Group <br />Inspection Series <br /> <br />CLASS TITLE: RELOCATION ASSISTANCE TECHNICIAN <br /> <br />CHARACTERISTICS OF THE CLASS: <br /> <br />I <br /> <br />Under general supervision, has responsibility for providing assistance in <br />relocating families and domiciles to achieve Community Development goals; plans, <br />coordinates and implements financial assistance in relocation projects; counsels <br />with affected individuals; and performs related work as required. <br /> <br />EXAMPLES OF DUTIES: <br /> <br />Plans, develops, coordinates and supervises relocation projects and social <br />and welfare assistance dealing with displaced site occupants resulting from Community. <br />Development activities; determines moving expense allowances, relocation adjustment <br />payments for homeowners, tenants, small business displacement, and certain others; <br />determines schedule of comparable replacement dwellings; locates suitable sites for <br />temporary or permanent relocation sites for the relocation of all occupants displaced <br />as a result of Community Development projects; conducts family counseling sessions; <br />functions as coordinator or project area committees; notifies and communicates with all <br />persons in a specified Community Development area; initiates, completes, and maintains <br />all required papers, reports and document incidental to proper and required operation; <br />may collect rent or other monies due; conducts housing resource surveys; will be <br />responsible for implement~ng all policies and procedures of the HOD Relocation Handbook. <br /> <br />DESIRABLE MINIMUM QUALIFICATIONS: <br /> <br />I <br /> <br />Training and Experience: Graduation from high school and three years progressively <br />responsible experience in dealing with employee, citizen or peer groups involving <br />problem solving areas. One year of accounting or bookkeeping experience dealing with <br />numerical calculations, desired. <br /> <br />Knowledge, Abilities and Skills: Substantial knowledge of principles, practices and <br />methods of accounting or bookkeeping. <br /> <br />Considerable ability to establish and maintain effective working relationships <br />with the public and others. Bilingual language skill preferred. <br />
