91-h C. Access and Traffic CircUlation and Parking. (1) Internal streets, no-parking area signs, and street name signs shall be privately owned, built, and maintained. Streets shall be designed for safe and convenient access to all spaces and to facilities for common use of park residents. Internal streets shall be kept open and free of obstruction in order that police and fire vehicles may have access to any areas of the moblle home park. I (2) On all sections of internal streets on Which parking is prohibited under this Ordinance, the owner or agent shall erect metal signs; type, size, helght, and location shall be approved by the Director of Public Works prior to installation. (~) All internal streets Shall be constructed and maintained by tne owner or agent. All lnternal streets shall be free or cracks, holes and otner nazards. Internal streets snaIl be con~tructed or hard-surraced, all-weather material and be approv~d by the Director of PubllC Work~. All exiSting mobile home parks Will be exempt for a period of four (4) years. (4) Internal Street Dimensions and Park1ng. An internal street or common access route shall be provided to each mobile home space. SUCh street shall have a mlnimum width. of thirty (30) feet 1f off-street parking is provided in the ratio of two (2) parking spaces for each mobile home space. The internal street shall be continuous and connect with other internal streets or with a publ1c street, or shall be provided w1th a cul-de-sac having a minumum diameter of ninety-five (95) feet. I (5) Two (2) spaces per mobile home space shall be provided for parking and each parking space shall be hard-surfaced with all-weather material, located to eliminate interference w1th access to park1ng areas prov1ded for other mob1le homes and for publlC parking 1n the park. (6) Internal streets shall permit unobstructed access to withln at least two nundred (2UO) feet of any portion of eacn mObile home. Speed bumps constructed to maintain sare speed of veh1cles moving wlthln tne park ~hall not b~ consider~d as obstruct1ons. Speea bumps are to be constructed at four to One inclination, not to exceed four (4) inches in height. Speed bumps shall b~ painted wlth tluore~cent paint. (7) Interior streets snaIl intersect adJoining puolic streets at approximately nlnety (90) aegrees with curb line radius of twenty (20) feet at locatlon which wlll eliminate or mInimize interterence with trafric on those pUblic streets. (9) A minimum parklng area of one hunared fifty llSu) square feet per mobl1e home space shall be proviaed ln a common area for storage or boats or vehicles in excess of two per mobile home space, and for vis1tors vehicles to minimize on-street parklng and to facilitate movement ot emergency vehicles lnto and through tne park. I D. i::itreet Lighting. Street lighting wlthin the mobile home park shall be provided by the developer along internal streets. Light standards shall have a height and spacing to insure an average illumination level of not less than 0.2 footcandles shall be maintained. E. Fire Safety Standards. (1) Storage and Handling of Liquefied Petroleum Gases. In parks in which liquefied petroleum gases are stored and dispensed, their handling and storage shall comply with requirements of the City plumbing and tire codes as applicaole.
