REPORT ON ANNEXATION STUDY <br />Remaining Portion of Site F <br /> <br />INTRODUCTION <br /> <br />On December 8, 1980, at a meeting of the City Council, City staff <br />was directed by the Mayor to conduct a report regarding the annexation <br />of the remaining portion of Site F which was one of the original ten <br />~10) sites suggested by the Planning and Zoning Commission and City <br />staff as land suitable for annexation. <br /> <br />ANNEXATION POLICY <br /> <br />It should be established as a policy of the City of San Marcos to <br />annex those areas which: (1} are ready for development; (~2) have a <br />favorable impact on the City's revenue structure; and (..3) will <br />strengthen the tax base of San Marcos. Further, it is the intent <br />of the City that undeveloped land be considered for annexation when <br />its proximity to the City, the rate of growth would aid the City's <br />growth and development or when annexation is required to guard <br />against uncontrolled development. <br /> <br />JURISDICTION <br /> <br />The subject property is within the exclusive extraterritorial <br />jurisdiction of the City of San Marcos and not subject to annexation <br />by any other city. In 19.80, the City conducted an agressive <br />annexation policy. 1,520 acres were annexed in 1980 which applied <br />to the allowable maximum of 1,748.14 acres. The City had not <br />exercised its annexation powers for three ~3~ years, leading to this <br />allowable annexation figure. The City can now' carry, forward into <br />1981 228.14 acres which together with the ten percent (~0%~ yearly <br />allocation of 903.50 acres, allows-annexation of 1,131.64 acres. <br />The current area of the City. of San Marcos is 14,12 square miles' <br />or 9,035.7 acres. <br /> <br />AREA LOCATION <br /> <br />The site is bordered on the North and East by the B,lanco River, <br />on the West by current City municipal boundaries adjacent to I'H~35 <br />North and on the South by the Fairlawn Addition. See Attachment "A" <br />It is comprised of approximately 162.7 acres. <br /> <br />PROJECT SCOPE <br /> <br />There are approximately 162.7 acres in the total area of s~tudy with <br />17.3 acres currently withfn the city li~its~ The area is presently <br />in agricultural use. Approximately eighty percent ~80%) of the site <br />lies within the Blanco River floodway w-fth the balance in the Blanco <br />River floodplain. See Attachment '"B'~. <br /> <br /> <br />
