RFA 210 -006
9. Describe how cards are issued, deleted or replaced, and how lost/stolen cards
are handled.
To maximize the City's ability to control response times and ensure cardholder
satisfaction, Wells Fargo enables your designated program administrator to function self -
sufficiently by issuing new cards, deactivating cards, and changing spending limits for
your employees.
Accurate record keeping and asset tracking is important to maintaining the integrity of
your program. This includes knowing which employees have accounts, the vendors for
whom you have established ghost accounts, issue dates, cancellation dates, account
types, spending limits, and other parameters. Wells Fargo trains your program
administrator in best practice processes and provides template documents to assist them
in administering the following two areas:
1) Activation /deactivation of accounts, card distribution, and asset tracking
2) Keeping cardholder profiles up -to -date with accurate contact information and
changing spending limits which include Merchant Category Codes and general
ledger mapping
The City's program administrator will have access to Wells Fargo's online web - enabled
applications round the clock to make real -time additions, cancellations, and changes. Our
Business Purchasing Service Center is also available to support your program administrator and
cardholders 24 hours a day, seven days a week.
10. Describe any rebate program available with the purchase card. Is there a
limitation on transaction eligible for the program? How often is the rebate paid?
A rebate is paid annually on $3MM Annual spend and greater.
Customers, who are interested in streamlining their purchasing and expense processes, and
those who want to improve control with better reporting, are the best fit for the WellsOne
Commercial Card program. Although we do offer rebates to customers who exceed aggregated
spending targets, the program's value is not focused on providing incentives or rebates.
11. Describe any unique features that should be considered.
Our primary differentiator is that we offer proprietary, highly sophisticated, and customizable
expense management solutions. Unlike issuers who provide standard, off - the -shelf products, we
provide program management systems that are exclusive to Wells Fargo and which have been
developed based on feedback from our customers. Our solutions are Internet and intranet -based
so they can be easily integrated with the latest ERP, treasury workstation, and accounts payable
and purchasing systems. Using these reporting tools, data fields may be arranged in any order
and format to provide you with a file that can be used to post to any application. This process can
also be used to populate databases on a LAN. Our proprietary reporting and expense
management solutions are described below.
Commercial Card Expense Reporting (CCER)
CCER provides your Program Administrator, managers, and cardholders with a flexible tool to
review, enhance, and approve card statements over the Internet — effectively transforming your
Commercial Card program into a total expense management solution. CCER is accessed
through Commercial Electronic Office (CEO) business portal, which provides single sign -on to a
comprehensive suite of commercial banking services. CCER provides a complete range of
functionality for administering your Commercial Card program:
