C, Inspection Fee, An Inspection Certificate will be issued in the 'Office of the Tax Assessor-Col lector for a fee of Eighteen Do,lIars ($18.00). It must be presented to the park owner before residence can be establ ished. The fee can be pro-rated over the year at the rate of $1. SOper mont.J1 and must be renewed, on or before January 1 of each yeari I D. Inspection of Register. Such notice shall: (1) be in, writing; (2) include a statement of I the reaSOns for its issuance; (3) allow a reasonable time for the performance 'Of the act it ~equires; (4) be served upon the I icensee or his agent, provided that such notice or order shall be deemed to have been pr'Operly served upon such I icensee or agent when a copy there'Of h as been sent by ma i I to his ,I ast known address, or when he has been served with such notice by any method author i zed or required by the I aws of th i s State;, and (S) contain an 'Out I ine of remedial action which, if taken, wi II effect compliance with the provisions of this Ordinance. Any person affecteD by the refusal of the Bui Iding Official to iss,ue a permit under the provisions of this Ordinance as set out in Sect i on 2 hereof, may request and sha II be granted a h'eari rig on the matter before the City Council provided that such person shall file wi,thin ten (10) days after the day the permit was refused, in the off i ce of the Bu i I ding Offi c ial, a wri tt'en petition requesting such hearing and setting forth .,,: bri~f statement of the grounds therefor. Upon receipt of, such petition, the Building Official shall forward it to the City Secretary who shall request the City C.ounci I to set a time and place for such hearing and shal I give the petitioner written notice thereof, At such hearing the petitioner shal I be given an I 'Opportunity to be heard and to show why such refusal should be modified or withdrawn.
