133. <br />Regular Meeting January 13, 2003 Page 12 <br /> <br />stated on page 25 Section 6.3 Bonds are the bond requirements. He stated <br />a performance bond is a year-to-year bond. Mr. O'Leary stated Staff can <br />make the bond issue explicit. Mr. Mihalkanin inquired whether page 15, <br />Section 1.3.1 second sentence should read ~contractor" instead of <br />"subcontractor". Mr. Mark Taylor stated yes, it should read "contractor". <br />Mr. Mihalkanin stated page 15, Section 1.3.1 B. reads fire"neighborhood <br />cleanups and four river clean-ups, and he remembered the Council wanting <br />five neighborhood cleanups. Mr. Hahn encouraged the Council to say ~at <br />least six" for the CDBG funding purposes. The Council agreed on consensus <br />to the changes. <br /> <br />Mayor Habingreither introduced a discussion regarding the 2002 Community <br />Survey Results. Mr. O'Leary presented the 2002 Community Survey Results. <br />He stated this would be made available to press and sold to the public. <br />He stated this survey would also be available on the website. <br /> <br />Mayor Habingreither introduced a discussion regarding rebroadcasting of <br />County Commissioner and School Board Meetings. Mr. O'Leary stated the <br />County and the San Marcos Independent School District have expressed an <br />interest in the City running taped. County Commissioner meetings and School <br />Board meetings on the City's cable channels. He stated they would produce <br />the tapes, and the City would broadcast them for them. Mayor <br />Habingreither stated he was concerned about the cost of using the <br />Chambers. Mr. O'Leary stated he feels there would be a cost for the use <br />of our Chambers. Mayor Habingreither stated he is not in favor if there <br />would be a cost to the City. Mr. Mihalkanin inquired asked if there would <br />be interlocal agreements. Mr. Mark Taylor stated a local agreement could <br />be drawn up to recover the costs. Mr. Mihalkanin stated the interlocal <br />agreement should let all sides know what all would be involved. Mayor <br />Habingreither stated he is not opposed to an agreement as long as there <br />are no costs to the City and no conflict with City business. He stated he <br />feels the City Chambers are for City business. Mr. O'Leary stated he <br />would discuss this with the County and the School District. <br /> <br />Mayor Habingreither introduced a discussion regarding Fourth Quarter 2002 <br />Financial Report. Mr. O'Leary stated this Fourth Quarterly 2002 Financial <br />Report presentation will show how the City ended last year's budget. He <br />stated he feels the City ended up in better shape than expecteddue to the <br />belt tightening in the last quarter of the 2002 Budget. Rodney Gonzales, <br />Director of Finance, presented the Fourth Quarterly Report. Mr. <br />Mihalkanin stated he feels the City's revenue debt should be reviewed at <br />the Budget Workshop. <br /> <br />Mayor Habingreither introduced a discussion regarding the January Sign <br />Ordinance Workshop. Mr. O'Leary stated the proposed date is Monday, <br />January 27, 2003, from 6:00 p.m.- 7:00 p.m. The Council agreed by <br />consensus. <br /> <br />Mayor Habingreither introduced a discussion regarding the January Vision <br />Workshop. Mr. O'Leary stated the proposed dates are Friday, January 31, <br /> <br /> <br />
