D. Construction Phase <br /> <br />4) <br /> <br />-3- <br /> <br />5) <br /> <br />1) Make periodic visits to the site to observe as an ex- <br /> perienced and qualified design professional, the pro- <br /> gress and quality of the executed work and to deter- <br /> mine in general if the work is proceeding in accord- <br /> ance with the plans and specifications. Engineer <br /> shall not berequired to make exhaustive or continu- <br /> ous on-site inspections to check the quality or <br /> quantity of the work. Engineer shall not be respon- <br /> sible for the means, methods, techniques, sequences <br /> or procedures of construction selected by the con- <br /> tractor or the safety precautions and programs <br /> incident to the work of the contractor. Engineer's <br /> efforts will be directed towards providing assurance <br /> for the owner that the completed project will conform <br /> to the plans and specifications, but Engineer shall <br /> not be responsible for the failure of the contractor <br /> to perform the construction work in accordance with <br /> the plans and specifications and the contractor's <br /> contract, as long as Engineer shall report to the <br /> City any deficiencies in the work actually detected by <br /> Engineer. During such visits and on the basis of on- <br /> site observations, Engineer shall consult and advise <br /> with City during construction and submit to City <br /> periodic reports on progress of construction when <br /> such reports are requested by City. <br /> <br />2) Review and approve Shop Drawings (as that term is de- <br /> defined in the Standard General Conditions of the <br /> Construction Contract National Society of Professional <br /> Engineers document 1910-8, 1974 edition) and samples, <br /> the results of tests and inspections and other data <br /> which any contractor is required to submit, but only <br /> for conformance with the design concept of the <br /> Project and compliance with the information given in <br /> the contract documents; determine the acceptability <br /> of substitute materials and equipment proposed by <br /> contractor(s); and receive and review (for general <br /> content as required by the specifications) maintenance <br /> and operating instructions, schedules, guarantees, <br /> bonds and certificates of inspection which are to be <br /> assembled by Contractor(s) in accordance with the <br /> contract documents. <br /> <br />3) Review and approve in writing monthly and final esti- <br /> mates for payments to construction contractor and in <br /> this respect check the contractor's weekly p~yroll <br /> record for compliance with wage rate and category <br /> provisions of the contract by comparing payroll <br /> records with specification requirements if required to <br /> do so by City. <br /> <br />Consult and advise City; issue all instructions to <br />the contractor requested by City; and prepare routine <br />change orders as required. <br /> <br />Hold periodic conferences with the City or its <br />represenative to the end that the project developed <br />shall have full benefit of the City's experience and <br />knowledge of the existing needs and facilities and be <br />consistent with its current policies and standards. <br /> <br /> <br />
