also develop recommendations for the replacement or future provision of spatial needs of the City based on the City's projected growth. The completed Project will serve as a guide to: • Provide a review of current space usage; • Assess current and future space needs up to the year 2030 in 5 -year increments; • Provide recommendations on the best use of the City's current facilities; • Determine current and future site needs and parking requirements; • Provide recommendations on the expansion/renovation of existing or the construction of new facilities to meet the identified needs; and • Provide projected costs for the implementation and phasing of the recommendations developed as part of the facility needs assessment. 1.0.2 The Consultant's Basic Services consist of the services described in Sections 1.0 through 1.5. 1.0.3 The performance of all services by the Consultant in connection with this Agreement will be by persons appropriately licensed or registered under State, local and Federal laws. The Consultant represents that it engages in the business of providing facility planning services to similarly structured municipalities, that it has the knowledge and experience required to accomplish facility programming and planning projects as well as a unique understanding of the character of this Project, and that it is qualified to provide master planning services to the City for this Project. In performing all services under this Agreement, the Consultant will use that degree of care and skill normally exercised for similar projects by Consultants who possess special expertise in the types of services included in this Agreement. 1.0.4 The Consultant will not subcontract any work under this Agreement without prior written approval from the City. The Consultant will specify any work or services subcontracted under this Agreement by separate written Agreement(s) and those Agreement(s) will be subject to each provision of this Agreement. 1.0.5 Any provisions in this Agreement pertaining to the City's review, approval and/or acceptance of written materials prepared by the Consultant and/or its subconsultants, contractors, and subcontractors in connection with this Agreement will not diminish the Consultant's responsibility for the materials. 1.0.6 Consultant will perform all of its services in coordination with the City. The Consultant will advise the City of data and information the Consultant needs to perform its services and the Consultant will meet with City representatives at mutually convenient times to assemble this data and information. 1.0.7 Doug Abraham is the Consultant's Project Representative assigned to this Project. The Consultant will not substitute another representative for this project unless approved in writing by the City in advance of such proposed substitution. In the event the City and the Consultant cannot agree to the substitution of the Project Representative, the City may terminate this agreement in accordance with Article 7.
