1.1 PHASE 1 — INITIATION <br />The Consultant will: <br />1.1.1 Visit each of the Project facilities /sites and meet with the stakeholders identified by the <br />City who are involved in the management, use, and care of the selected facilities /sites. In <br />addition, the Consultant will tour the existing facilities, sites and other city owned facilities that <br />may be identified as having a bearing on the programming of future buildings, which may be <br />recommended as a result of the Project. <br />1.1.2 Conduct a kick -off session with the Facilities Needs Assessment Steering Committee (the <br />"Steering Committee ") to determine the basic Project parameters. Furthermore, in the kick -off <br />session the participants will develop and prioritize a set of common goals, timelines, <br />communication protocols and objectives consistent with the City's expectations for the Project. <br />In addition, the Consultant will determine the extent of involvement of stakeholder groups, refine <br />the Project schedule, and identify space in close proximity to the Project area that will be utilized <br />by the Consultant for workshop sessions and a common area for on -site meetings as requested <br />and directed by the City. Prior to the kick -off session, the Consultant will perform a preliminary <br />or initial analysis of the demographics and growth trends for the City of San Marcos area. <br />1.1.3 Review data provided by the City, meet with the Project stakeholders identified by the <br />City to initiate the evaluation process in a series of individual or group meetings to be <br />coordinated with the City and the Steering Committee. <br />1.2 PHASE 2 — ANALYSIS <br />The Consultant will: <br />1.2.1 Rely upon existing data, studies, visual assessments, reports, qualitative data and interviews <br />in order to generate a realistic portrait of the Project area and consider outside forces that will <br />influence the growth and location of the various departments and facilities in the study. <br />1.2.2 Divide the analysis of the existing facilities into the following three components: <br />a) Needs analysis — will determine the departmental spatial requirements based on <br />staffing and future programs. <br />b) Facility analysis — will determine the condition and ability to accommodate either the <br />current or future departmental functions of the existing facilities <br />c) Site analysis — will analyze each facilities site for access, circulation, growth <br />opportunities, adjacent uses, zoning, etc. <br />1.2.3 Determine the spatial requirements of each City department within the study for current <br />need and future needs based on 5 -year increments to the completion of the study. In order to <br />determine the need, the Consultant will use information accumulated from the stakeholder <br />interview, the demographic analysis and other plans and assessments as provided by the City. <br />Facility Needs Assessment Agreement Final <br />3 <br />
