The Consultant will work closely with City staff to determine the appropriate staffing levels at <br />each milestone. Using the information from the interviews and key staff input the Consultant <br />will also develop departmental adjacencies that will be supported in the final report. <br />1.2.4 Seek to determine each facility's condition, age and remaining life span of key systems, <br />code /safety issues, etc., that affect or will affect the facilities' ability to accommodate either the <br />current use or a future use. <br />1.2.5 Diagram each facility for size, location, access, vehicular and pedestrian circulation, <br />parking requirements, growth opportunities, etc., to identify opportunities and constraints. <br />1.2.6 Review the findings with the Steering Committee and conduct follow -up <br />interviews and building surveys as required. <br />1.2.7 In phase 2: <br />a) Provide graphic diagrams of facilities based on information provided by the City; <br />b) Identify departmental needs by assessing existing requirements, growth of staff <br />and city population and incorporating proposed programs; and <br />c) Incorporate information provided by the Steering Committee for each facility. <br />1.2.8 Meet with City representatives to review progress as requested. <br />1.3 PHASE 3 — VISION <br />The Consultant will: <br />1.3.1 Identify guiding principles that reflect the philosophy of the City. The Consultant will <br />utilize these guiding principles, together with the information accumulated, to create the content <br />and composition of the Vision Plan as discussed in Subsection 1.3.2 below. <br />1.3.2 Refine the space needs projections, using space standards developed with city staff, to <br />identify specific room types required for the future, the technical requirements and the <br />appropriate facility in which to house them. This information, along with the facility and site <br />analyses will constitute the Vision Plan for each stakeholder /facility. The Vision Plan will <br />address, in concept, the needs of each stakeholder as identified by the Steering Committee. The <br />Vision plans will be concept only allowing various options according to the "vision" the city <br />wants to promote. <br />1.3.3 Vet the Vision Plan with the Steering Committee, identifying the "staff recommendation" <br />if appropriate, prior to presenting to the City Council. <br />1.3.4 In Phase 3: <br />Facility Needs Assessment Agreement Final <br />4 <br />
