a) Prepare a Vision Plan for all facilities /sites /departments in the study that includes <br />preliminary budget information for implementation; <br />b) Review Vision Plan with the Steering Committee; and <br />c) Present the Vision Plan, and appropriate prior analyses, to the City Council for input <br />and direction. <br />1.4 PHASE 4 — DEVELOPMENT <br />The Consultant will: <br />1.4.1 Conduct further study of the Vision Plan, including evaluation in greater detail of discrete <br />site areas, so that it may be used to describe innovative development ideas, to obtain input and to <br />build consensus from stakeholders. <br />1.4.2 In Phase 4: <br />a) Refine concept plans for each stakeholder /facility; <br />b) Refine and add detail to plans for access, circulation, zoning, etc., for each area; <br />d) Develop a phasing plan according to Steering Committee recommendations; and <br />e) Present outcomes to the Steering Committee. <br />1.5 PHASE 5 — DOCUMENTATION /REFINEMENT <br />The Consultant will: <br />1.5.1 Produce the Facility Needs Assessment as a final product during Phase 5. The <br />Consultant will express this assessment both diagrammatically in plan form and numerically in <br />projections of future space need. The assessment will include recommendations for <br />facility /stakeholders either existing or projected for the future. <br />1.5.2 Present the final Facility Needs Assessment to the Steering Committee for approval and <br />adjustment prior to presenting to the City Council. <br />1.5.3 Upon completion of the assessment and approval by the Steering Committee, complete <br />the documentation and provide the City with a draft of the complete Facility Needs Assessment <br />in 8 ' / 2" x 11" report format for review and comment. <br />1.5.4 Modify and develop the assessment based on the materials included in the prior phase <br />presentations. The Consultant will submit one (1) hard copy of a Preliminary Draft Submission <br />to the City for review and comment. Upon receipt of comments and inclusion of edits, the <br />Consultant will deliver one (1) hard copy of a Final Draft Submission to the City for final review <br />and comment. <br />1.5.5 Upon receipt and inclusion of edits, provide the City with 20 bound copies of the final <br />document along with an electronic "pdf' file. <br />Facility Needs Assessment Agreement Final <br />5 <br />
