Deliberation on offers of possible incentives to entities considering locating or expanding in <br />the San Marcos community. <br />4. The Executive Session adjourned at 7:12 p.m. on Tuesday, June 15, 2010. No action was <br />required from Executive Session. <br />5. Invocation <br />Councilmember Fred A. Terry provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Porterfield led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Camille Phillips, P.O. Box 654, stated that state law requires the City sign a development <br />agreement with the developer and also requires it be filed with the county clerk. The City and <br />Craddock Avenue Partners are the parties involved and either one can file. Neither has filed, and <br />they are both in violation of state law and of their own agreement. She wants the viewing <br />audience to know how the City conducts business; "pretty.near.perfect." <br />Chris North, 1407 Prospect, signed up, but was not present. i s <br />Lance Duncan, 1400 Clarewood Drive, #420, reported on a parking situation at the Tantra <br />Coffee House. There are parking spots next to the Price Senior Center and also a vacant lot. The <br />owner of Price Senior Center has had people towed. Anytime after five o'clock there are many <br />empty spots. He talked to the owner and was told that the City owns those spots. He asked if <br />something can be done. <br />Shawn Blakeley, 420 Craddock, stated he has concerns on the consent agenda. First, he is <br />concerned with the grants through Homeland Security and the USDOJ. He noted that the federal <br />government is in dire straits financially, and with federal money comes federal strings. Local <br />governments express their resentment of federal intrusion, but then they open the door for money <br />that can be gotten from other sources. He wants San Marcos to be self - sufficient. Secondly, he <br />is concerned about the $815,344 for the Wonder World extension. We are approaching 15% cost <br />over runs. This is a lot of money for things that should have been planned for in the beginning. <br />Rob Roark, 1804A Hunter Road, reported that last Friday he went to Panhandlers on Wonder <br />World to hear some music and saw the work still needed on Hunter Road, e.g. hanging tree <br />limbs, which he helped to remove. He wants to be involved, and stated that we don't need <br />another level of bureaucracy. The people can see what is going on in the neighborhoods, and can <br />report to the City.
