Mayor Narvaiz opened the Public Hearing at 8:06 p.m. <br />• William Kennon, 2020 Hilliard, owner of a cab company, stated that if the City wants more cabs <br />on the road, then he will gladly do so. He said there is not enough business to have three <br />companies in town. <br />Robert Rubio, 541 Rolling Ridge, signed up to speak, but was not present. <br />There being no further comments, the Public Hearing was closed at 8:08 p.m. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Thomaides, the City Council voted five (5) for and one (1) opposed, with Councilmember Bose <br />voting against and Councilmember Jones absent from the dais, to adopt Resolution 2010 -97R. <br />The motion carried. <br />NON - CONSENT AGENDA <br />35. Reconsideration of Ordinance 2010 -29, adopted June 1, 2010, amending the future land <br />use may from "VLDR" Very Low Density Residential to "MU" Mixed Use for a 10.65 acre, <br />more or less, tract of land out of the Thomas J. Chambers Survey Abstract No 2; and <br />including procedural provisions. <br />There was no reconsideration of Ordinance 2010 -29. <br />• <br />36. Reconsideration of Ordinance 2010 -30, adopted June 1, 2010, amending the official <br />zoning map of the City by rezoning a 10.65 acre, more or less, tract of land out of the <br />Thomas J. Chambers Survey Abstract No. 2 located at 1314 Franklin Drive from "SF -6" <br />Single Family Residential District to "MU" Mixed Use District; and including procedural <br />provisions. <br />There was no reconsideration of Ordinance 2010 -30. <br />37. Discussion of Wonder World Drive (FM 3407) Extension Bridge Overlay and Aesthetic <br />Treatments and provide direction to staff. <br />This item was discussed in conjunction with item #27. This was to investigate the use of porous <br />friction coarse (PFC) overlay across the bridge as a noise dampening measure. They compared <br />NovaChip with the PFC. NovaChip is a fine, gap - graded coarse treatment and does not provide <br />the same level of drainage and road noise reduction as PFC. However, NovaChip is thinner and <br />therefore cheaper. PFC has an indirect benefit of noise dampening. It has the lowest level of <br />noise with a 98.8 dba as opposed to 99.9 with NovaChip. The noise benefits of NovaChip will <br />require continued, long -term maintenance, and if not maintained at 6 -8 year intervals, the noise <br />benefits will diminish. <br />• <br />RM061510 Minutes Page 9 <br />
