There were no nomina- <br />tions. Mr. Brown moved to table this item until we had nominations <br />for the Board. Mr. James amended the motion to request the two mem- <br />bers whose terms are expiring, Carol Burton and Tirso Torres, to serve <br />until they were replaced. Mr. Kreczmer seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion to participate in the Capital Area Joint Housing Finance Corpora- <br />tion for the purpose of issuing Housing Mortgage Bonds. Vincent Meyers <br />of Kidder, Peabody & C~, Inc. went over the procedure with the Council <br />of the participation procedures. As the resolution had been drawn only <br />in preliminary draft form, Mr. James moved to table the matter until <br />the August 17 Agenda and Mr. Cavazos seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion accepting the Airport Master Plan Study and approving the Study <br />for use and implementation by the City, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ACCEPTING THE AIRPORT MASTER PLAN <br />STUDY FOR SAN MARCOS, TEXAS, COMPLETED BY CHARLES <br />WILLIS & ASSOCIATES, INC., OF DALLAS, TEXAS; APPROV- <br />ING SAID STUDY FOR USE AND IMPLEMENTATION BY THE CITY <br />OF SAN MARCOS AND DECLARING AN EFFECTIVE DATE. <br /> <br />During discussion Mr. Brown asked Mr. Charles Willis, whose firm pre- <br />pared the Master Plan, how the plan was chosen from the selection of <br />alternatives, if the landfill was taken into consideration and in what <br />manner the Plan could be updated, what provision was made for this <br />purpose. Mr. Willis advised the Plan. was selected over the alterna- <br />tives because it had the most flexibility and was the most econominal <br />of the Plans to develop and the Airport Commission recommended this <br />particular plan; the existence of the current Landfill was considered; <br />and as a rule of thumb the Plan should be updated every five years <br />and their firm would be pleased to be involved in the updating process. <br />Mr. Willis added a further comment that the Airport Commission had done <br />a very good job and had been most cooperative in helping with the Plan. <br /> <br />Mayor Craddock announced Council would receive the Tax Assessor/Col- <br />lector's report to the Council of the calculated effective tax rate <br />per Truth in Taxation requirements of Article 7244c, Sec. 1, V.A.C.S. <br />Mr. Charles Stone, Tax Assessor/Collector, had calculated the tax <br />rate, which may not be exceededby more than three percent by the govern- <br />ing body of the City without holding a public hearing as required by <br />Article 7244c, Section 2, V.A.C.S. That rate is 98 cents per $100 of <br />value. The three percent increase would permit a maximum 1981 tax <br />rate of $1.00 per $100 of valuation that may be adopted by the Council <br />without advertising the increase and holding a public hearing. <br /> <br />Mayor Craddock introduced for consideration approval to raise the tax <br />rate and to set a hearing date. Mr. James moved to table this item <br />until later in the meeting and Mr. Brown seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a Zoning Ordin- <br />ance on first reading and holding of a public hearing on 1.706 acres of <br />land out of the J. M. Veramendi League No. One, located off Hunter Road, <br />from "AO" (Agricultural Open-Space District) to "MH" (Mobile Home Dis- <br />trict). Mayor Craddock opened the public hearing. No one wished to <br />speak in favor or against the zoning change, so Mayor Craddock closed <br /> <br /> <br />
