<br />Regular Meeting <br /> <br />June 14, 2004 <br /> <br />2214 <br />Page 3 <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />fill a vacancy on the San Marcos-Hays County Emergency Medical Services. <br />Mr. Diaz moved to appoint Daniel Guerrero as the Council Member <br />representative. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Diaz, Mihalkanin, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerrero. <br /> <br />Mayor Narvaiz introduced receiving the 2004 Sunset Advisory Commission <br />Report and direction to Staff. Amy Kirwin, Chairman of the Sunset <br />Advisory Commission, stated the Commission has submitted several <br />recommendations. She stated the Commission recommends retiring the Human <br />Development Commission and Electrical Board. She stated the Commission <br />also recommended a question and answer session with press and public at <br />all Board and >Commission meetings and televising each Board- and Commission <br />at least once a year. Mr. Thomaides thanked the Sunset Commission for <br />their hard work. He stated he does not support the recommendation of the <br />Ethics Review Commission to remove the jurisdiction over elected officials <br />and candidates and confine their role to complaints involving non-civil <br />service city employees. Mr. Taylor thanked the Commission for their hard <br />work. He stated he does not want to move forward with the Ethics Review <br />Commission recommendation until the Ethics Review Commission can review <br />this. Mayor Narvaiz agreed to wait until the Ethic Review Commission has <br />a chance to review Main Street was suggested to take over the Women's Hall <br />of Fame. Mr. Mihalkanin stated staff will need to be asked if they can <br />take on the additional workload. <br /> <br />Mayor Narvaiz introduced a public hearing regarding an annexation <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 326 ACRES, MORE OR <br />LESS, LOCATED ADJACENT TO AND NORTH OF THE RIDGE AT STONECLIFF AND <br />THE WILLOW CREEK SECTION 9 SUBDIVISIONS (NORTH OF THE 2200-2600 <br />BLOCKS OF SUMMIT RIDGE DRIVE) (PURGATORY GREENSPACE TRACT); APPROVING <br />A SERVICE PLAN FOR THIS TRACT; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor Narvaiz introduced a public hearing regarding an Annexation <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 107.759 ACRES, MORE <br />
