No one did, so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor 'Narvaiz introduced for consideration a public hearing and adoption <br />of an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 102, PLANNING, OF THE CITY CODE TO ADD SECTION <br />102.001 TO PROVIDE A PROCESS FOR SUBMITTING DISANNEXATION PETITIONS <br />AND TO ADD A FEE FOR PROCESSING DISANNEXATION PETITIONS; SETTING THE <br />AMOUNT OF THE FEE; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EMERGENCY. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Thomaides moved for adoption of the Ordinance on emergency and Mr. Bose <br />seconded the motion. Mr. Thomaides inquired as to the $1,000.00 fee. Mr. <br />O'Leary stated the Planning and Development Services Department has <br />received some inquiries regarding disannexation of individual properties <br />within the City limits. He stated currently there are no fees to this <br />process. He stated Staff is recommending a fee to reimburse the cost of <br />processing the required paperwork. On roll call the following vote was <br />recorded: <br /> <br />AYE: Guerrero, Mihalkanin, Narvaiz, Thomaides and Bose. <br /> <br />NAY: Diaz qnd Taylor. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />M~ ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.083 ACRE <br />PORTION OF LOT 7B, BLOCK 7 OF THE MCNAUGHTON ADDITION, LOCATED AT 228 <br />SESSOM DRIVE, FROM "LBn LIMITED BUSINESS DISTRICT TO "P" PUBLIC AND <br />INSTITUTIONAL DISTRICT; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) William Francis stated he is the property owner requesting the <br />zoning amendment. He stated this rezoning from LB District to P would <br />allow a telecommunications tower to be placed. He stated the specific use <br />permit application will be heard by the Planning and Zoning Commission In <br />the near future. Mayor Narvaiz asked if anyone else wished to speak. No <br />
