Mrs. Norris asked if the traffic <br />concern had been addressed and Mr. Gonzalez advised the Council <br />that a right-of-way easement had been obtained from Scrutchin Properties. <br />On roll call the Ordinance passed on second reading unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ABANDONING, VACATING AND CLOSING A <br />PORTION OF AN ALLEY IN BLOCK 3 OF THE WESTOVER ADDI- <br />TION TO THE CITY OF SAN MARCOS, TEXAS; PROVIDING FOR <br />THE REVERSION OF FEE IN SAID LAND AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for the approval of the Ordinance on second reading <br />and Mr. James seconded the motion. Staff evaluated the property and <br />determined the right-of-way easement evalution to be $200.00 and was <br />instructed to negotiate this amount with Mr. Robert C. Haney. On roll <br />call the Ordinance was approved unanimously on seCond reading. <br /> <br />Mayor Craddock introduced for consideration an Ordinance on third and <br />final reading of 6.87 acres out of the J. M. Veramendi League No. 2, <br />located at IH35 South and Loop 82, the caption which was read as fol- <br />lows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 6.87 <br />ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. TWO, LO- <br />CATED AT I.H.35 SOUTH AND LOOP 82, AJK/A SHALAMAR <br />APARTMENTS PHASES I AND III, FROM "M" (MIXED USE) <br />TO "C" (COMMERCIAL USE). <br /> <br />Mrs. Norris moved to adopt the Ordinance on third and final read- <br />ing and Mr. James seconded the motion. Staff advised Council a <br />right-of-way easement had been obtained from the Mr. Leighton, <br />the owner of the property, to address the traffic concerns in that <br />area. On roll call the Council adopted the Ordinance on third and <br />final reading unanimously. <br /> <br />Mayor Craddock introduced for consideration a Resolution authorizing <br />the Mayor, City Manager, Finance Director and City Accountant to joint- <br />ly sign checks or other instruments for disbursement of city funds, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING THE MAYOR, CITY MANAGER, <br />FINANCE DIRECTOR, CITY ACCOUNTANT, TO JOINTLY SIGN <br />CHECKS OR OTHER INSTRUMENTS FOR THE DISBURSEMENT OF <br />CITY FUNDS; AND REQUIRING THE SIGNATURE OF ANY TWO <br />OF SAID PERSONS ON ANY CHECK OR OTHER INSTRUMENT <br />FOR DISBURSEMENT OF CITY FUNDS FOR SUCH CHECK OR <br />INSTRUMENT TO BE VALID. <br /> <br />Mrs. Norris moved to adopt the Resolution and Mr. James seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration a Resolution approving <br />the depository contract between the City and Hays County National <br />Bank, the caption which was read as follows: <br /> <br /> <br />
