• MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Guerrero, the City Council voted seven (7) for and none (0) opposed, to <br />approve Ordinance 2008-39, as previously captioned. The motion carried unanimously. <br />25. Public Hearing to receive comments for and against amending the official zoning <br />map of the City to establish a Planned Development District overlay for a 1.46 acre, <br />more or less, tract of property located at the intersection of Concho Street and LBJ <br />Street with base zoning of "GC" General Commercial District; approving a land use <br />plan and development standards for the Concho Commons PDD, and consider <br />adoption of Zoning Ordinance 2008-40. <br />Mayor Narvaiz opened the Public Hearing at 10:41 p.m. <br />Kyle Maysel, 108 E. San Antonio, Chairman of the San Marcos Downtown Parking <br />Advisory Board, stated that the most damning statements against this project have come <br />from staff. He read from several staff reports noting the critical parking issues. IT was <br />also noted that several organizations have expressed opposition. Staff has reluctantly <br />recommended denial because the parking is not adequate. They are proposing a 36-47% <br />reduction in the code for current use. Staff has recommended a raised single-level <br />parking deck, but the applicant does not appear to want to consider this. There is no <br />shared parking analysis. 790 necessary spaces are lacking to keep the business level <br />there. This sets a bad precedent. This is a critical area between the historic downtown <br />business district and the university. It is a slap in face for everyone that lives and works <br />• there. <br />Patie Alba, 107 Norcrest, said she was concerned about the lack of parking. If the zoning <br />is changed, we are going to have more of a parking problem. If the proposed building is <br />constructed, they will need 158 spaces. This new proposal is for only 93. There is <br />already a problem, and reduced parking will exacerbate it. They used to have parking on <br />the streets, but they can no longer do so due to construction. The church shares the <br />parking lot across the street, but they are already overflowing. They have to park by the <br />Post Office and walk back. The congregants are mostly older people, and this is a <br />hardship for them. <br />Larry Rasco, 136 E. San Antonio, stated there is a serious parking problem in downtown <br />and is the major issue facing downtown. The only reason they do not want to meet the <br />criteria is greed. They can either reduce the size of the building or enlarge the parking <br />deck. This will compound the parking problem in downtown. <br />There being no further public comments, Mayor Narvaiz closed the Public Hearing at <br />10:52 p.m. <br />MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Thomaides, the City Council voted five (5) for and one (1) opposed, <br />with Councilmember Bose voting against, to approve Ordinance 2008-40, as previously <br />is captioned. The motion carried.
