Ted Marchant, 200 Camaro Way, said he is disturbed that this was rubber stamped by Planning <br />and Zoning so easily to move the Loop to McCarty. It is only because of last minute scrambling <br />by the citizens, that the neighborhood was notified. He is happy that the City is not talking about <br />moving to McCarty anymore. He told the Council to be wary of any developers that ask this. <br />There is no concern for existing property owners. <br />Denise Jenkins, McCarty Lane, said she is opposed because it would obliterate her house. There <br />was not enough public notice. Many of their homes would be affected. She can't understand <br />why they would want to change this. There are a lot of taxpayers on McCarty lane, but there was <br />very little or inadequate notification. <br />Steve Harvey, 1116 Mountain View, noted that Carma wants dollars for a private gated <br />community and are also demanding we move Loop 110 to McCarty. The Transportation Board <br />denied this request; the City Council disbanded the commission last year, and now they have <br />come to staff. McCarty Lane property owners were not notified of a four -lane divided highway <br />in front of their property. <br />(Name not discernible) moved here for quality of life issues. Now his home is at risk. In Austin <br />and Kyle, what you see is what you get. Now he has learned a highway could be built in his <br />front yard, or the City could try to take the land by imminent domain. Carma does not want the <br />road because it would make homes hard to sell. What about the homes on McCarty Lane? He <br />told the Council we do not need to sacrifice quality of life and water for growth. <br />There being no further comments, the Public Hearing was closed at 9:17 p.m. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to <br />approve the ordinance on the first of two readings, removing the loop from McCarty Lane and <br />deleting that portion of Loop 110 from the Fish Hatchery up to the southwest corner of the outer <br />loop as shown on the current map. The motion carried unanimously. <br />NON - CONSENT AGENDA <br />23. Consider an ordinance amending Chapter 14, Buildings and Building Regulations by <br />repealing the existing 2003 Code and local amendments thereto and adopting the 2009 <br />edition of the International Codes with local amendments; including procedural provisions <br />and providing for penalties; and consider ordinance on the first of two readings. <br />MOTION: Upon a motion made by Councilmember Thomason and a second by <br />Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to table this <br />item until the August 17 meeting. The motion carried unanimously. <br />24.
