It is <br />unfair to subject established homeowners to such a drastic change. <br />Jim Brotherton, 1450 Sunset Ridge, opposes the proposed moving the Loop onto McCarty. <br />Hundreds of homes use McCarty as the primary access to their homes. This will not be <br />beneficial for public health or safety. There is no way to keep a quality of life or minimize the <br />safety of their families. <br />Larry Patterson, 1400 Sunset Ridge, disagrees with the proposal to move 110 to McCarty. He <br />believes there is a problem with the lack of transparency with moving from the original location <br />to McCarty. The public notice does not mention CR110 or McCarty Road. The Planning and <br />Zoning meeting agenda was equally vague. We may have met the minimum legal standards, but <br />we fell short of notifying people. What is being proposed will change forever their quality of <br />life. <br />Kathie Patterson, 1400 Sunset Ridge, provided written comments, attached. <br />Dianne Wassenich, 11 Tanglewood, stated her concern with changes based on something Carma <br />asked them to do. The City is going beyond what it should do to bring in development. This is <br />on top of the recharge zone and contributing zones. There are faults that run along Hunter Road, <br />a drop fault block. Water from the aquifer travels in it like a canal. Carma mentions 69 water <br />well immediately in the area. She assumes there are more than listed. The City is going to give <br />$30 million for a golf course with pesticides, etc. She can't understand how our community <br />would be so desperate to give money back through a TIRZ and move road plans to bring in <br />development that would harm our water. <br />Sharon Wilson, 1251 Sunset Ridge, stated she is opposed to moving 110 to McCarty. It will <br />adversely affect backyards and some will lose front yards. Map plan 6 puts the road in her <br />backyard. She asked the Council to consider placing this where there are no established houses. <br />The 2002 plan has it in a portion of the Paso Robles subdivision. She suggested that the City <br />incorporate it with the other extension of Centerpoint. <br />Richard Duval, 1221 Sunset Ridge, said it is fine to delete the loop; however, if it is being moved <br />to McCarty Lane, then he is strongly opposed. He bought his property and built a home five <br />years ago. He reiterated his oppostion to any type of rerouting down McCarty. <br />Nancy Megerson, 307 Pampas Pass, said she opposes moving 110 to McCarty. If the road goes <br />100' onto her property then there will be a turnstile in her sunroom. This would remove a whole <br />lot of her backyard. Also, she need over one acre for her septic, and this would make her illegal. <br />The neighborhood has a wonderful atmosphere, and she still has privacy. Regarding notification, <br />she told the Council that she doesn't take the San Marcos paper so she did not get that <br />notification, but she is affected. There is nothing that says we are moving the Loop to old <br />McCarty Lane. When she called Planning she was told that she should be concerned with the <br />August 17 meeting because that is when the decision is made.
