Will Conley, Hays County Commissioner, complimented the Council adopting the Engineers <br />Context Sensitive Solutions Manual which has been adopted by the federal highways department <br />and by many states across the union for safety, mobility and quality of life. If will of the Council <br />is to remove the loop from the plan, he concurs. The Wonder World extension made the current <br />alignment obsolete. He reported that over the next 30 months, the County will start their <br />transportation master planning process, and he is supportive of removing that section from the <br />plan. He opposes locating that highway onto McCarty Lane. He is personally responsible as a <br />road commissioner. He recommends striking it from the plan, re- evaluate it over the next few <br />months, reflecting on our accomplishments, and work with partners to the south on future <br />alignments. <br />Larry DeBusk, 1300 Sunset Ridge, provided written comments, attached. <br />Katherine DeBusk, 1300 Sunset Ridge, provided written comments, attached. <br />Zygmunt Maksymowicz, 3101 Oak Ledge, objected to plans moving Loop 110 onto West <br />McCarty road. It would create disfunctionality to existing services and personal property. He <br />asked the Council, as they look at additional opportunities, to please consider those that live in <br />area and consider the impact on their domain. <br />James Frugoni, 3101 Oak Parkway, asked how they can potentially move the Loop road to <br />McCarty - from an undeveloped area to a developed area. He reported that he didn't see much <br />public notice of the proposed changes. <br />Blaine Eibon, 3001 Oak Lodge, reported that the public notice in the paper only said there were <br />changes to the master transportation plan. Nothing was said about this road being forced on the <br />property owners. He stated his opposition to moving 110 from the existing site to McCarty <br />Road. The current plan was made several years before Carma purchased their land. They should <br />have known of the road alignment. If 110 is built as it is on the plan, not one homeowner will <br />move their property. If the alignment is moved, all will lose a significant chunk of land; 100' <br />strips of land will be given up to accommodate this. It needs to be where it was originally <br />intended if it is built. Then, not a single homeowner will lose property. <br />Lino Bailey, 3050 Oak Lodge, did not speak. <br />Chris and Zenaida Marquez, 3001 Oak Parkway, provided written comments, attached. <br />Jack Ulbright, 150 Sunset Ridge, provided written comments, attached. <br />Jeanette Ulbright, 1500 Sunset Ridge, provided written comments, attached. <br />Shannon Brotherton, 1450 Sunset Ridge, said she is opposed to the relocation of 110. She would <br />like to see it remain as it was originally proposed. She reported that her entire property is located <br />on the Edwards Aquifer Recharge Zone.
