Consider an ordinance ordering a General and Special election to be held on November 2, 2010 for the purpose of electing a Mayor, City Council Member, Place 1, City Council Member, Place 2, and to fill a vacancy for the two year remainder of the unexpired term of office of Council Member Place 6; submitting proposed amendments to the City Charter and a _proposition to lease City park property to the San Marcos Noon Lions Club to the voters; establishing early voting locations and polling places for this election; making provisions for conducting the election; and declaring an emergency; and consider ordinance on the first of two readings; and providing further discussion restricting business interaction with the City by former elected officials, and provide direction to staff. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Bose, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance on the first of two readings, removing the charter amendment setting term limits. The motion carried unanimously. The City Council directed the City Clerk to work with the Hays County Elections Administrator to secure at least three days on the University campus for Early Voting for the General /Special Election and at least one day of Early Voting on campus if there is a run -off election. 26. Reconsideration of Ordinance 2010 -36, adopted July 20, 2010, amending the official zoning map of the City by rezoning a 0.338 acre, more or less, tract of land out of the Rio Vista Terrace Addition No. 3, located at 1211 Cheatham Street from "NC" Neighborhood Commercial District to "CC" Community Commercial District; and including procedural provisions.
