Retail uses shall be limited to a maximum of 3,000 square feet of ground floor <br />area within the Project Site. The anticipated retail would likely be a coffee shop, <br />sandwich shop, dry cleaners customer service location (no dry cleaning services on site) <br />and similar small retail uses. <br /> <br />For purposes of off-street parking requirements, the standards that apply to either "retail <br />or other uses" (Section 114.642, subsection (15)), or "eating or drinking establishments" <br />(Section 114.642, subsection (16)), will govern these elements of the Project. <br /> <br />2.024 Live/Work. The Property Owner proposes to build not more than six live/work units to be <br />accessed along Hutchison Street. The street access would provide the "store front" for <br />the live/work units. The desire is to provide San Marcos residents with an opportunity to <br />market their services and live in a cost-effective manner. It is the Property Owner's <br />hope that the young professional, the University consultant, the creative artist/writer or <br />similar person would find that these units provide a higher quality oflife. <br /> <br />2.025 Future Right-o(..Wav Temporarv Use. The future right-of-way shown on the conceptual <br />plan attached to this PDD shall be used as a temporary surface parking lot for lease to <br />citizens needing urban parking during the period from the approval of these standards <br />until the area is dedicated to the City. <br /> <br />Part 3. Land Use Restrictions <br /> <br />3.01. Generally. As stated above, the base zoning for the Project Site will be "LB" Limited <br />Business District. Except as supplemented or modified in these Development Standards, all <br />regulations applicable to that base zoning district will apply to the Project Site. The Project Site <br />will be restricted to the uses described above in Section 2.02 above. <br /> <br />Part 4. Development Standards <br /> <br />4.01 Roadway Improvements. The Property Owner will reserve the northern 60' of the <br />Property as future right-of-way for the City's plamled future expansion of University Drive. In <br />the event the City determines to build such planned expansion and relocation of University <br />Drive, the Property Owner shall dedicate such right-of-way withoqt compensation. The Propelty <br />Owner shall expand and improve Hutchison Street to an adequate width to provide for the angled <br />and parallel parking indicated on the attached land use and site plan. <br /> <br />4.02 Parldng. <br /> <br />4.021 Off-street Parking.
