On the future right-of-way area of the northern portion of the <br />Property, the Property Owner proposes to construct a paved, temporary parking lot for <br />lease to citizens needing parking in the area. At such time the City acquires this future <br />right-of-way, this temporary parking would cease. <br /> <br />4.03 Lnndscaping. All landscaping shall be installed pursuant to a landscape plan designed <br />by a licensed landscape architect and subject to approval by the City Planning and Development <br />Services Department. All landscaping installed as part of the Project shall be locally adapted <br />Central Texas plants to reduce water, fertilizer and pesticide usage. All1andscaping (including <br />the trees discussed below) shaH be irrigated through the use of an irrigation system. Locally <br />adapted Central Texas native plants are listed on Exhibit "3" attached to these standards. <br /> <br />The Property Owner has designed the Project to preserve a 33" Live Oak along the northwestern <br />Property line along North Street, a 27" Pecan along the west side of the Sanctuary Building, a <br />13.5" Live Oak along the eastern side of the Sanctuary Building and a 34" Live Oak again along <br />the eastern side of the Sanctuary Building. [Note: All tree measurements are diameter at four feet <br />above grade.] <br /> <br />The Property Owner. proposes to remove a 38.5" Live Oak, a 33" Live Oak and 37" Live Oak <br />that presently provide the eastern boundary of the Church north parking lot. The Propel1y <br />Owner proposes to add trees (approved by the City Planning and Development Services <br />Department) along Hutchison Street and North Street between the sidewalk to be constructed as <br />part of the Project (discussed below in Development Standards) in size not less than 65 gallon <br />container grown trees, spaced in approximately 30' intervals along these two streets. This <br />frontage (approximately 795 feet) should result in approximately 26 trees being installed. These <br />street trees shall remain a permanent part of the Project by creating pedestrian-friendly public <br />areas atong the streets. The Property Owner shall maintain such trees and replace any such street <br />trees that die. <br /> <br />4.04 Public Areas. The retail areas will be maintained open to the public. The amenity areas <br />within the Project will be reserved for the Project residents and their guests. <br /> <br />4.05 Streets cape. Due to the existing use on the Property and the planned urban <br />redev¢lopment, the Property Owner does not intend to provide for any additional public park <br />land. Thl~ streetscapes, however, along the public streets are intended to be public spaces for <br />public use and interaction. Accordingly, the street trees discussed above, outdoor benches and <br />landscaping along the public streets shall be installed along the public street rights of way to <br />create public gathering places. The style of the street scene shall be similar to the examples <br />attached as Exhibit "4". The cost of such improvements (street trees, benches, landscaping and <br />irrigaQon) shall be not less than $30,000. In addition, the Property Owner may place outdoor <br />furniture outside the retail site to be located at the corner of Hutchison and North Streets.
