ownership data and locating property corners, and City, TxDOT, and railroad rights of way <br />limits in this survey. <br />1.2.3 Utilize information and data collected in Subsections 1.2.1 and 1.2.2 to create a basemap <br />of existing and currently planned features. The City and the Engineer understand that the <br />Engineer will rely upon the accuracy and completeness of all documents, surveys, reports, plans <br />and specifications provided by the City or by others for whom the Engineer is not contractually <br />responsible. The City acknowledges that verifying the accuracy and completeness of such items <br />is not part of the Engineer's scope of services under this Agreement. <br />1.3 TASK 3 — ENVIRONMENTAL CLEARANCE <br />The Engineer will: <br />1.3.1 Investigate the Project area, research the appropriate databases, create a draft <br />Programmatic Categorical Exclusion (PCE), and coordinate with the City and TxDOT <br />throughout the approval process for the PCE. <br />1.3.2 Review the draft and the final PCE reports prior to submittal to TxDOT, and make any <br />necessary adjustments. <br />1.3.3 Assist the City in conjunction with TxDOT with one (1) public meeting to be held after <br />the preliminary design and traffic analysis are completed. The Engineer will assist the City in <br />conjunction with TxDOT in setting the meeting date and location, advertising for the meeting, <br />and creating a project layout exhibit for display. The Engineer will prepare for and attend this <br />public meeting and will create meeting minutes and prepare written responses to any written <br />comments. <br />1.4 TASK 4 — PRELIMINARY DESIGNS <br />The Engineer will: <br />1.4.1 After the Engineer's creation of the Project base -map as specified under Subsection 1.2.3, <br />develop geometric designs to determine feasible and cost effective options for full Plans, <br />Specifications and Estimate ( "PS &E ") development. The Engineer's preliminary designs will <br />depict both existing and proposed paving and drainage features as well as typical sections and <br />signing and marking details. The Engineer will present this data on a single schematic layout. <br />During production of this layout, the Engineer will create proposed cross - sections on 100 foot <br />intervals as well as a set of proposed contours that the Engineer will use to analyze and design <br />the necessary storm -drain facilities. The Engineer will determine and set the number and <br />location of backless - inlets during this process. The Engineer will analyze right of way <br />acquisition and utility conflict issues at this time, and will document potential issues on the <br />schematic layout. <br />Kimley Horn — Thorpe Lane Project <br />4 <br />
