1.4.2 Perform a traffic analysis using Synchro 7 software to determine the effectiveness of the <br />proposed improvements. In addition, the Engineer will collect turning movement count data for <br />the morning, lunch, and evening peak - periods at the following locations: <br />a) RM 12/HEB Driveway; <br />b) RM 12 /Thorpe Lane; <br />c) Thorpe Lane/Robbie Lane; and <br />d) Thorpe Lane /Springtown Way. <br />1.4.3 Analyze the existing conditions to set a base -line for measuring the gain associated with <br />each individual improvement as well as the aggregate of all the improvements. The Engineer <br />will analyze the following proposed improvements: <br />a) The addition of turn lanes along RM 12 and Thorpe Lane; <br />b) The relocation of the signal at the Thorpe Lane/Robbie Lane intersection to the <br />Thorpe Lane /Springtown Way intersection; and <br />c) The conversion of the HEB driveway on RM 12 to a limited access driveway. <br />The Engineer will analyze the existing and proposed conditions under current traffic loadings <br />only, no future volumes will be analyzed as part of this Agreement. <br />1.4.4 The Engineer will provide the following deliverables during this task: <br />a) A schematic layout drawing plotted at a scale of 1 inch = 20 feet; and <br />b) A technical memorandum with Synchro 7 Software print -outs of intersection capacity <br />and delay improvements, and a preliminary Engineer's Opinion of Probable <br />Construction Costs (EOPC). Once approved, this schematic layout will be considered <br />a 30% plan for the Project. <br />1.5 TASK 5 — PLANS, SPECIFICATIONS, AND ESTIMATE PACKAGE <br />DEVELOPMENT <br />The Engineer will: <br />1.5.1 Assist the City in the preparation of PS &E and construction contract front end documents <br />using City forms based on the approved design development documents and any further <br />adjustments authorized by the City in the scope, quality or budget of the Project. These contract <br />documents will include detailed plans and technical specifications required for the Project to be <br />accurately bid and efficiently constructed. The Engineer will use its best professional judgment <br />to create technical documents that comply with applicable construction and development codes, <br />local regulations and ordinances and other federal and state regulations which are known or <br />which should reasonably be known to the Engineer including those promulgated pursuant to the <br />ADA and Article 9102, V.A.C.S., Architectural Barriers Act. The Engineer will be responsible <br />for the submission of all plans and specifications for the construction of this Project to the Texas <br />Department of Licensing and Regulation for review and approval prior to the time construction is <br />Kimley Horn — Thorpe Lane Project <br />
