City Council Approval; March 20, 20D7 <br />Zoning ordinance no. 2007-18 <br />Administrative Amendment Approval: July 17, 2007 <br />City Council Amendment Approval: • <br />Zoning ordinance no. <br />8.0 ENVIRONMENTAL PROTECTION. <br />8.1 The proposed development will provide detention for the 2-, 25, and 100-year <br />storm event at or below the pre-developed discharge level, which exceeds the <br />City of San Marcos regulations. <br />8.2 Water duality for the proposed site will he provided by wet ponds abutting the <br />proposed channel ization of the unnamed Tributary of Cottonwood Creek that <br />bisects the site. Current City of San Marcos water quality standards require <br />detention of the 2-year storm event with pollutant removal efficiencies of <br />approximately 70%. The proposed wet pond system will remove approximately <br />90% of the on-site pollutant load which exceeds the current criteria of the City <br />of San Marcos. <br />8.3 Wetland mitigation will be provided through the channel in conjunction with the <br />approved Qualified Watershed Protection Plan Phase II. <br />8.4 A single drainage easement will be recorded and will apply to the entire site <br />allowing for drainage across lot lines into the appropriate wet ponds as <br />described in the 0. E. A. • <br />9.0 LIGHTING. <br />9.1 General Sight Lighting. General site lighting refers to illumination of large <br />portions of the parking areas. Fixture types used for general sight illumination <br />will be I.E.S. Full Cut Off Classification so that the source of the illumination is <br />shielded from view to the maximum extent possible. Light source will be metal <br />halide with a maximum wattage of 400 per fixture. <br />Site lighting shall be maintained until 'l/1 hour after closing or until 10:00 p.m. <br />which ever is later. After this time, lighting shall be reduced to half of the <br />maximum level'. In addition, areas designated on site plans for employee <br />parking may be maintained at full levels of illumination for l 112 hours after <br />closing and shall be reduced to half the maximum level thereafter°. Security <br />lighting, attached to a building for illumination of doors, exits, docks, service <br />areas and limited portions of store fronts, may be operated from dusk until dawn <br />' Extends lighting hours based on tenants varying hours of operation. 711tis ensures lighting is maintained until %: <br />hour after stop: closing, rather than 'Is hour after 10,04. is <br />' For employee safety, this provision is added to allow lighting to he maintained l % hours alter :losing in employee <br />parking areas as designated on the site plan.
