• 19. Remove from table and consider adoption of Resolution 2008-160R approving an <br />agreement for the sale of treated water to the City of Kyle, Texas; authorizing the City <br />Manager to execute this agreement on behalf of the Citv and declaring an effective date. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Couch, the City Council voted six (6) for and none (0) opposed, to remove from the table and <br />approve Resolution 2008-160R, as previously captioned. The motion carried unanimously. <br />20. Discussion and update regarding the revised Animal Ordinance and provide direction <br />to staff. <br />Mark Brinkley, Health/Animal Services, presented an update regarding the Animal Ordinance <br />and the public education program. Jeff Jorgenson, City Veterinarian, explained that the <br />microchip seems to affect some cats that may come from certain genetic lines. The risk versus <br />the benefits is negligible, less than 1% in documented case, and there is just not the <br />documentation to support the fact the microchip may cause cancer. He believes this is promoting <br />personal responsibility for pet ownership. <br />Staff was directed to provide Council with a report after each education session. <br />21. Discussion regarding the FY 2009 financial forecast for the City of San Marcos. <br />• Steve Parker, Finance Director, reported on the Fiscal Year 2009 financial forecast for the City <br />of San Marcos. He noted that the City of San Marcos had a very strong financial finish to the <br />Fiscal Year ending September 30, 2008. The FY 2008-09 General Fund Budget is still ahead of <br />the forecast by $180,000. <br />22. Presentation and discussion on the progress and achievements of the San Marcos <br />Consolidated Independent School District. <br />Mayor Narvaiz honored the San Marcos C.I.S.D. School Board proclaiming January as "School <br />Board Appreciation Month". <br />Dr. Shafer, Superintendent, presented TAKS and AEIS data information to the Council and <br />reported on district achievements. <br />23. Discussion on Proposition No. 5, amending Section 3.04 of the City Charter to provide <br />that City Council compensation shall be set in a public forum by ordinance of the City <br />Council, as approved by the voters on November 5, 2008, and provide direction to staff. <br />Mayor Narvaiz reported for Councilmember Thomaides in his absence that he would be in favor <br />of a citizen-based committee to research this issue. <br />. Councilmember Jones stated he would use his compensation for researching the issues so that he <br />could do a better job.
