1. Purpose and Intent <br />1.1 The Blanco River Village PDD (the "Project") is planned as a single contiguous project that is under <br />unified control. The development will result in the creation of a mixed-use community that is compact and <br />pedestrian scaled and is supportive of the older, established neighborhoods in the City of San Marcos <br />(the "City"). <br />1.2. The Project contains a variety of uses: Low Density Residential Area (76.7 acres), Mixed-Use Area <br />(14.1 acres) and City Parkland (13.0 acres) that will contribute to a neighborhood with opportunities for <br />live, shop and recreational spaces. <br />1.3. The Project utilizes standards from other implemented traditional neighborhood developments <br />(TND's) including Plum Creek (Kyle), Cedar Park Town Center (Cedar Park), Highland Park (Pflugerville) <br />and Turtle Creek Village (Round Rock). The Project provides for a ,compact residential area, which <br />permits for an innovative small lot design and alley service to garages using two different sized residential <br />lots. This new residential design is combined with multi-family uses within the Mixed-Use Area to provide <br />a variety of housing opportunities within the Project. <br />1.2. The Project also creates specialized street standards that have been designed to maintain efficient <br />traffic circulation while promoting pedestrian use. <br />1.3. The Project land use plan provides for a network of open. spaces that will include pocket parks and <br />parkland with frontage to the Blanco River that will bean amenity to the neighborhood and city. <br />1.4. The Project will encourage high quality development and innovative design through the adaptive re- <br />use of the detention pond as a HOA-owned and maintained recreational amenity for the neighborhood. <br />1.5. The Project designates specific site development standards for the Property that address lot size and <br />width, setbacks and building coverage limits that are in accordance with the intent of TND's and mixed- <br />use infill development. The Developer seeks to create a mixed-use, pedestrian scaled environment that <br />will promote compact development with an emphasis on reduction of automotive dependency and open <br />space preservation. The Project land use plan establishes unique development standards, thereby <br />promoting more compact site development that will promote a diversity of housing types and encourage <br />economic development of the community. <br />2. Development Standards <br />2.1. General Project Description: <br />- The Project will be developed for use as Low Density Residential (base zoning R-2 Single-Family <br />Dwelling District, Mixed-Use (base zoning LB Limited Business District) and parkland (base zoning P <br />Public District). The Property is currently undergoing voluntary annexation by the City and is not zoned. <br />A portion of the Property currently lies within the FEMA 100 year flood plain. A flood plain modification <br />will be necessary (CLOMR currently pending). A PDD will result in a superior development compared <br />with a conventional subdivision due to the proximity of the Property to the city center and its location in <br />relation to the Blanco River. The mixed-use concept of the Project allows the flexibility to make this <br />development feasible while providing parkland to the city adjacent to the river that will provide an <br />excellent buffer. <br />3 <br />Blanco River Village PDD Development Standards
