<br />1.3 TASK 2 - SWTP RAW WATER RESERVOIR <br /> <br />The Engineer will: <br /> <br />1.3.1 Evaluate environmental permitting requirements for the construction of a raw water <br />reservoir at the SWTP site. The evaluation will include performing a jurisdictional <br />determination (wetland delineation) in the field, a review for threatened and endangered <br />species, and coordination with the State Historical Commission to identify any known <br />archeological sites. The results of the wetlands delineation will be presented in a separate <br />report. <br /> <br />1.3.2. Identify potential site constraints that would impact the construction of a raw water <br />reservoir; including topography, flood plain issues, adverse soil conditions, environmentally <br />sensitive areas, existing utilities, and planned expansions of the SWTP. <br /> <br />1.3.3 Develop two alternative site layouts for raw water storage reservoirs. The first layout <br />will evaluate maximizing the amount of storage that can be developed on the site while <br />mitigating the impacts on site constraints, where feasible. The second layout will evaluate <br />maximizing the amount of storage that can be developed while working around site <br />constraints. In addition, the Engineer will evaluate the feasibility of implementing the <br />construction of the two alternative layouts in phases. The potential size of an initial phase <br />will be determined by the Engineer in conjunction with the City. <br /> <br />1.3.4 Identify potential modes of operation for a raw water reservoir and ancillary <br />improvements required, such as a pump station to move water from the reservoir to the <br />head of the SWTP. <br /> <br />1.3.5 Conduct a preliminary evaluation to determine the relative benefits of the raw water <br />reservoir to the overall operation of the SWTP under assumed water supply scenarios, <br />including increased supply from Canyon Lake and a second supply from either the <br />Colorado River or the Carrizo-Wilcox. <br /> <br />1.3.6. Develop opinions of probable costs for the two raw water reservoir layouts and the <br />phased construction of these reservoirs. <br /> <br />1.3.7. Prepare a Feasibility Study Report and present the City with five (5) copies of a draft <br />version. The Engineer will meet with City staff to discuss and receive comments on the <br />report. The report will be revised as appropriate and ten (10) copies of a final report will <br />be delivered to the City. A public presentation of the report to the City Councilor other <br />public entity is not included in the scope. <br /> <br />1.4 TASK 3 - WWTP RECLAIMED WATER RESERVOIR <br /> <br />The Engineer will: <br /> <br />Reservoir Study Contract.wpd <br /> <br />3 <br />
