<br />1.4.1 Evaluate environmental permitting requirements for the construction of a reclaimed <br />water reservoir on property adjacent to the WWTP site. The evaluation will include <br />performing a jurisdictional determination (wetland delineation) in the field, a review for <br />threatened and endangered species, and coordination with the State Historical <br />Commission to identify any known archeological sites. The results of the wetlands <br />delineation will be presented in a separate report. <br /> <br />1.4.2. Identify potential site constraints that would impact the construction of a reclaimed <br />water reservoir; including topography, flood plain issues, adverse soil conditions, <br />environmentally sensitive areas, existing utilities, planned expansions of the WWTP, <br />regulatory requirements, groundwater protection, and planned mining of existing gravel <br />deposits on the site. <br /> <br />1.4.3 Develop one layout for the reclaimed water storage reservoir. The size of reservoir <br />evaluated will be determined through discussions with the City to determine its needs for <br />diurnal and seasonal storage of reclaimed water. The Engineer will evaluate the feasibility <br />of implementing the construction of a reservoir meeting this need, or a reservoir that <br />maximizes the available space considering identified site constraints. The potential for <br />phasing the construction of this reservoir will also be evaluated. <br /> <br />1.4.4 Identify potential modes of operation for a reclaimed water reservoir and ancillary <br />improvements required, such as a pump station to move water from the WWTP to the <br />reservoir and from the reservoir to the reclaimed water distribution system. <br /> <br />1.4.5 Develop opinions of probable costs for the reclaimed water reservoir layout, <br />excluding land cost, and the phased construction of the reservoir. <br /> <br />1.4.6 Prepare a Feasibility Study Report and present the City with five (5) copies of a draft <br />version. The Engineer will meet with City staff to discuss and receive comments on the <br />report. The report will be revised as appropriate and ten (10) copies of a final report will <br />be delivered to the City. A public presentation of the report to the City Councilor other <br />public entity is not included in the scope. <br /> <br />1.5 ADDITIONAL SERVICES <br /> <br />1.5.1 The City may direct the Engineer to perform services outside of the scope of the <br />Basic Services described in Sections 1.1 through 1.4 above. The Engineer will submit a <br />written estimate of fees to the City and obtain the City's authorization before initiating any <br />additional services. <br /> <br />1.5.2 Each material change (deletion or addition) in the services to be provided by <br />Engineer must be authorized by the City on the Authorization of Change in Services form <br />attached to this Agreement as Attachment A. Compensation for additional services will be <br />in addition to that specified for Basic Services in accordance with Section 4.2 of this <br />Agreement.
