5) Advanced Funding Agreements "AFA "; and <br />6) Engineer's research to determine the existence of any other agreements TxDOT or <br />local agencies have entered into with others regarding the adjustment of utilities. <br />1.4.11 Utility Eneineering. Assist in identifying utility conflicts, coordination, compliance <br />with the UAR, and resolution of utility conflicts. Coordinate activities with TxDOT, or its <br />designee, to facilitate the orderly progress and timely completion of the City's design phase as <br />follows: <br />1) Potential Conflict Location Datasheet - Establish a conflict list of utilities that are in <br />direct conflict with the proposed design. This list will note conflicts by station <br />number right or left, note what the utility is in conflict with such as pavement, storm <br />sewer, bridge layout, retaining wall, or other roadway designed feature. <br />2) Public. Initial Proiect Notification and Individual Meetings with Utilitv Companies. <br />Establish contact with existing utility companies within and adjacent to the Project <br />limits and set up utility coordination meetings to discuss concepts and options for <br />construction. <br />a) Set agenda for coordination meetings and submit to TxDOT's ROW Utility <br />Coordinator, TxDOT's Area Engineer or representative and the City, and the <br />roadway Design Engineer (whether TxDOT or TxDOT's Consultant/Consultants), <br />for review and comment 48 hrs prior to a scheduled meeting. <br />b) Establish and promote the desired agenda and methodologies for utility <br />construction within the Project limits as directed by the City and TxDOT. The <br />promoting of utility rights as part of the Project will be discussed and approved by <br />TxDOT and the City prior to any meetings with the utility companies /owners. <br />3) On -Site Visits - Complete an on -site visit to ensure familiarity with existing <br />conditions and Project requirements. <br />4) Proeress Meetings - Meet with TxDOT ROW Utility Coordinator, Area Engineer or <br />representative, and the roadway Design Engineer and the City periodically (up to 8 <br />meetings) to coordinate the work effort and resolve problems and prepare a written <br />report of each meeting. The participants will review: <br />a) Activities completed since the last meeting; <br />b) Problems encountered; <br />c) Late activities; <br />d) Action items as required or as needed by the next progress meeting; <br />e) Action items to be delegated or assigned accordingly; <br />f) Solutions for unresolved and /or anticipated problems; and <br />g) Information or items required from other agencies /consultants; <br />5) Review of Utilitv's Proposed Adiustments <br />a) Evaluate Alternatives - Evaluate alternatives in the adjustment of utilities <br />balancing the needs of the City, TxDOT and the Utility. <br />b) Review Estimates and Schedules - Review the utility adjustment estimates for <br />reasonableness of cost and the timely scheduling of the adjustment. <br />HDR — Loop 82 Project Agreement <br />15 <br />
