1) Data Collection. <br />2) <br />3) <br />a) Observe existing traffic operations at the study area intersections to note <br />operational problems, traffic patterns, parking, etc. <br />b) Obtain AM and PM peak hour turning movement counts at the following <br />intersections to determine existing background traffic: <br />i) Loop 82 and Laurel Street; and <br />ii) Loop 82 and Post Road/Bobcat Road. <br />c) Obtain 24 -Hour directional tube counts at the following locations: <br />i) Loop 82, westbound, east of Laurel Street; <br />ii) Loop 82, eastbound, west of Laurel Street; <br />iii) Laurel Street, southbound, north of Loop 82; <br />iv) Old Post Road, southbound, north of Loop 82; <br />v) Post Road, southbound, north of Loop 82; <br />vi) Loop 82, westbound, east of Post Road; <br />vii) Loop 82, eastbound, west of Post Road; and <br />viii) Bobcat Road, northbound, south of Loop 82. <br />d) Coordinate with San Marcos Police department to obtain crash data at the existing <br />intersection of Loop 82 and Post Road/Bobcat Road. <br />Analvsis. <br />a) Coordinate with TxDOT to get an approved scope of study for the warrant <br />analysis. <br />b) Develop 24 -hour traffic volumes at the proposed intersection of Loop 82 and <br />Laurel Street due to the re- alignment of Loop 82. <br />c) Perform a signal warrant analysis at the proposed intersection of Loop 82 at <br />Laurel Street and the existing intersection of Loop 82 at Post Road/Bobcat Road <br />based on guidelines set forth in the 2006 Texas MUTCD. <br />Traffic Signal Design Plans (Based on TxDOT's analysis that signal warrants have <br />been met). This stage includes preparation of traffic signal design plans at the <br />intersections of Loop 82 at Laurel Street and Loop 82 at Post Road, if traffic signal <br />warrants are met and approved by TxDOT. <br />a) Meet with TxDOT and the City as necessary to discuss signal design <br />requirements. One (1) meeting has been assumed for budget purposes. <br />b) Obtain electronic plans for the Project, including survey files, proposed roadway <br />layouts, utilities, and proposed pavement marking layouts from the City. <br />c) Coordinate with Texas One Call System and City/TxDOT to locate utilities in the <br />field. <br />d) Conduct a detailed field review of the intersection to note and verify existing <br />traffic signal equipment, existing intersection geometrics, physical constraints, <br />power connection, utility placement, and any other details necessary for signal <br />plan preparation. <br />e) Attend a meeting in the field with TxDOT and the City to locate and confirm <br />locations of proposed controller and signal poles.
