<br />Draft 4/14/05 <br /> <br />1.5.8 As deemed necessary by the City and the Consultant, the appraiser will coordinate with <br />the appraiser conducting the review regarding revisions, comments, or additional information <br />that may be required. <br /> <br />1.5.9 The cost of the appraiser appearing as an expert witness at Special Commissioners <br />hearings is included in the proposed fee schedule for the appraiser. <br /> <br />1.6 TASK 5 - INITIAL APPRAISAL REVIEW <br /> <br />The Consultant will: <br /> <br />1.6.1 Ensure that the review appraiser has been selected from TxDOT's list of state approved <br />fee appraisers. <br /> <br />1.6.2 Review all appraisal reports for each parcel to determine consistency of values, <br />supporting documentation related to the conclusion reached and compliance with TxDOT <br />policies and procedures and the Uniform Standards of Professional Appraisal Practices. <br /> <br />1.6.3 Prepare and submit to the City the TxDOT Form ROW-RTA-10 "Tabulation of Values", <br />for each appraisal completed. <br /> <br />1.6.4 The cost of the review appraiser appearing as an expert witness for testimony at Special <br />Commissioners hearings is included in the proposed fee schedule for the review appraiser. The <br />cost of the review appraiser's expert witness testimony for trial is not part of this contract. <br /> <br />1.7 TASK 6 - NEGOTIATION SERVICES <br /> <br />The Consultant will: <br /> <br />1.7.1 Analyze appraisal and appraisal review reports and confirm approved value prior to <br />making an offer to purchase to the property owner for each parcel. <br /> <br />1.7.2 Analyze preliminary title reports to determine potential title problems, and propose <br />methods to cure title deficiencies. <br /> <br />1.7.3 In coordination with the City Legal Department prepare the initial offer letter, <br />memorandum of agreement, instruments of conveyance, and any other documents required or <br />requested by the City on applicable TxDOT forms. <br /> <br />1.7.4 Contact each property owner or owner's designated representative(s), to present the <br />written offer in person where practical, and deliver appraisal reports and required brochures. <br />Maintain follow-up contacts and secure the necessary instruments upon acceptance of the offer <br />for the closing. <br /> <br />4 <br />
