<br />Regular Meeting <br /> <br />May 17, 2005 <br /> <br />155. <br />Page 11 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM LOW DENSITY <br />RESIDENTIAL TO MIXED USE FOR A 0.80 ACRE, MORE OR LESS, TRACT OF LAND <br />LOCATED AT 906 CHESTNUT STREET i AMENDING THE OFFICIAL ZONING MAP OF <br />THE CITY BY REZONING THIS TRACT FROM "R-111 SINGLE FAMILY DWELLING <br />DISTRICT (LOW DENSITY) TO "MU" MIXED USE DISTRICTi INCLUDING <br />PROCEDURAL PROVISIONSi AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz introduced a discussion regarding an update on major <br />legislative issues. Mr. O'Leary introduced Robert Staluka, Winstead <br />Consulting Group, who is helping the City with some major legislative <br />issues at the State level during this legislative session. Mr. Staluka <br />stated there are several issues at the State and Federal levels they are <br />watching. He stated they are pursuing for a fourteen million dollar <br />appropriation for airport improvements. That particular appropriation is <br />divided up into the following projects: nine and a half million dollars <br />which represents a three and a half million for the north side t-hangar <br />construction, a four and a half million for the new terminal building and a <br />1.5 million for the fixed-base operator facility. He stated there is also <br />a five million dollar appropriation being pursued through the Homeland <br />Security Appropriations for a multi-purpose fire station and fire-fighting <br />training facility. He stated these appropriations are currently in the <br />process of going through mark-up, which means they are reviewing item by <br />item. He stated he feels these issues should be completed in late summer <br />with final actions in the fall. He stated he and Mr. Winstead meet with <br />Bob Daigh, TxDOT, to discuss the McCarty Lane/FM 110/IH 35 intersections, <br />to anticipate the terms of needs from TXDOT. He stated Mr. Mark Taylor <br />provided the Council a table of positions taken on Bills pending in the 79th <br />Texas Legislature. He stated Saturday, May 21, 2005, is the deadline for <br />the House Committee to pass Bills to the Senate Bills. He stated Tuesday, <br />May 24th is the last day for the House to consider any second readings of <br />Senate Bills. He stated Senate Bill 1, House Bill 2 and House Bill 3 are <br />beginning Conference Committees' debates and discussions. He also stated <br />the amendments to Senate Bill 1858, raise some concerns for the City. He <br />stated this Bill is set for a hearing tomorrow morning in the House <br />Environmental Regulatory Committee. He stated he is going to wait and see <br />what happens in the House Committee tomorrow. He stated Senate Bill 574 <br />and 848 have already passed and are signed by Governor Perry. He stated <br />after the Session is completed, he will provide a detailed analysis of this <br />Legislation and how it relates to the City of San Marcos. Mr. Staluka <br />stated Senate Bill 3 is pending in the House Natural Resources, which has <br />to get out of the House Committee by this Saturday. He stated Senate Bill <br />222, which creates the Sales Tax Holidays for textbook sales, is out of the <br />Senate Committee. He stated House Bill 1536 has passed the House and is <br />now in the Senate Transportation and Homeland Security Committee. While <br />this Bill was being debated, a letter submitted by the Mayor was being <br />
