He stated this is the Union Pacific <br />Relocation Bill and Funding Mechanism. He also stated he will be advising <br />Senator Wentworth and Senator Barrientos who both serve on that Committee, <br />of the importance of this Bill. He understands the Governor is working <br />with Union Pacific in a Memorandum of Understanding to try to get things <br />worked out. He stated he will be meeting with Representative Rose regarding <br />SB1858 and SB222. He encouraged the Council to contact Representative Rose <br />and Senator Wentworth regarding SB1858 and SB222. Mayor Narvaiz stated she <br />received a call from the Mayor of Denton regarding SB222. She stated <br />Denton's Mayor stated Senator Nelson was the only one to oppose this Bill <br />in Committee, and they have heard from no other University cities. She <br />stated Denton's Mayor recommended the City contact Senator Nelson's office <br />to make sure she knows San Marcos is opposed to this Bill. Mr. Thomaides <br />inquired as to the progress on the Wonder World Drive extension. Mr. <br />Staluka stated he has been in contact with Robert Daigh, TxDOT, but is <br />mainly focusing on McCarty and 110 and 1-35 intersection, because of the <br />anticipated development. He also stated he is not sure of the progress on <br />the Wonder World Drive extension on the Federal level, but will find out <br />and bring back the information for the Council. Mayor Narvaiz inquired as <br />to the Telecommunications Bill 3179. Mr. Staluka stated he feels this is a <br />dead Bill, because of the deadline. Mayor Narvaiz thanked Mr. Staluka for <br />the guidance he has provided regarding the different Bills. <br /> <br />Mayor Narvaiz introduced a discussion regarding the Land Development Code <br />and construction activity status. Ed Theriot, Development Projects Manager, <br />stated Staff has worked hard putting these procedures in place. He stated <br />the Planning and Zoning Commission considered the comprehensive nature of <br />the new Land Development Code, and the implementation of the new <br />regulations and processes has occurred on schedule with few significant <br />problems. He stated during the first four months of the Code <br />implementation, there were several issues regarding Code regulations <br />requirements and administrative processes. He stated the Council had <br />previously suggested once problems were identified, the Planning and Zoning <br />Commission should review and make recommendations to the Council. He <br />stated the Planning and Zoning Commission has provided the Council with a <br />list of items discussed and possible amendments. He stated in Section <br />5.5.2.2, Tree Protection Standards, the Planning and Zoning Commission <br />recommended an option of working with HBA to establish industry standards <br />for tree removal and protection, and once standards are in place, an option <br />could be to remove the requirement. Mr. Thomaides stated the Ordinance <br />calls for a certified tree arborist regarding tree removals, but feels <br />there are other tree professionals. The Council agreed by consensus for <br />the Planning and Zoning Commission to look at broadening the recommendation <br />for the tree removals to other tree professionals. Mr. Theriot stated the <br />Planning and Zoning Commission reviewed Section 6.2.1.2, Minimum <br />Requirements and Standards for Off-Street Parking. He stated the Planning <br />and Zoning Commission recommended issues to be addressed include parking on <br />
