<br />150. <br />Regular Meeting <br /> <br />May 17, 2005 <br /> <br />Page 6 <br /> <br />Mayor Narvaiz introduced for consideration Item 16, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY, HAYS COUNTY <br />AND TEXAS STATE UNIVERSITY-SAN MARCOS FOR THE PLANNING AND DEVELOPMENT <br />OF A GREENS PACE AREA EXTENDING FROM SPRING LAKE HILLS, ALONG SPRING <br />LAKE AND THE SAN MARCOS RIVER TO INTERSTATE HIGHWAY 35 i AUTHORIZING <br />THE MAYOR TO EXECUTE THIS MEMORANDUM OF UNDERSTANDING ON BEHALF OF THE <br />CITYi AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution, and Mr. Thomaides seconded <br />the motion. Mr. O'Leary stated the Mayor and Council Members have been in <br />discussion with County officials and Texas State officials about this <br />property, which was formerly considered by Mr. Hammonds and the City as a <br />location for the Hotel/Conference Center. The discussion centered upon the <br />desire of all three entities establishing the property as parkland. He <br />stated this Memorandum of Understanding is the official start for community <br />discussion and efforts to develop a park. Mr. Taylor stated the Council is <br />being asked to approve this MOU without any details as to funding for the <br />three entities. Mayor Narvaiz stated this MOU will begin the process and <br />make a public statement that the County, the City and the University are <br />coming together to do something very important for this community. She <br />stated this MOU establishes the County, the City and the University now to <br />look at ways to fund this proposed project. She also stated for this <br />proposed project to work, it will require a public discussion and then move <br />forward from that point. She stated there is a really positive outlook, <br />based on the partnership to achieve the goals of the proposed project. This <br />document will set those things in motion. Mr. Taylor stated the <br />University Master Plan and the City Master Plan have plans for a park. He <br />stated he supports this project, but feels the partnership between the <br />three entities should be very specific. Mayor Narvaiz stated she wanted to <br />inform the community, as the Council moves into the next steps of the <br />proposed project. There are many areas for the citizens to participate to <br />help make this project work. Mr. Thomaides stated he feels the most <br />important aspect of this project is to protect the San Marcos River. He <br />stated a positive impact is the working partnership between the City <br />Government, the County Government and the University together on one <br />project with one goal in mind. Mayor Narvaiz stated she feels this is just <br />the beginning of all the things to come. She also stated this project <br />would not be possible without the economics of moving that Hotel to another <br />location. Mr. Guerrero inquired as to paragraph four regarding the <br />recreational park area. Mayor Narvaiz stated recreational park area means <br />this property will remain in a natural state. She also stated the property <br />could be used for overnight camping, trails and biking, but there would not <br />be a lot of development. On roll call the following vote was recorded: <br />
